As a technical functional analyst, you will connect business requirements with Java, Spring, microservices, and secure data integration across legacy, cloud, and hybrid components.
The mission
The portfolio combines long-running applications with modern architectures being introduced to reduce technical debt and support cloud adoption. These systems underpin critical public services, so functional decisions must remain consistent across applications, data flows, security controls, and operational processes. NIS2 requirements are translated into architecture, secure coding, monitoring, and auditability practices.
Your day-to-day scope covers functional analysis with a technical focus, data modelling, integration design, and guidance to development teams. You will assess performance and scalability, review Java and Spring solutions, and help teams apply API-driven and event-driven architecture patterns. You will also coordinate discussions between business, development, security, and infrastructure stakeholders, documenting decisions and supporting maintainable designs across the application landscape.
Your responsibilities
- Translate business needs into clear functional and technical designs for applications supporting unemployment regulation.
- Design and assess data models, integrations, and secure APIs using relational databases, MySQL, API-driven architecture, and event-driven architecture.
- Guide Java and Spring development teams through design reviews, architectural decisions, and proof-of-concepts.
- Improve the maintainability, security, performance, and scalability of legacy and modern components by reducing unnecessary coupling.
- Embed security by design and translate NIS2 requirements into secure coding, monitoring, and auditability measures.
- Align business, development, security, and infrastructure stakeholders, using Atlassian/Jira and clear documentation to track decisions and actions.

Essential skills
- Ability to perform functional analysis with a strong technical focus and convert complex requirements into actionable specifications.
- Practical expertise in data modelling, data management, integration, and data security.
- Solid knowledge of relational databases, particularly MySQL, and the principles of data modelling.
- Professional experience with modern Java, Spring, microservices, API-driven architecture, and event-driven architecture.
- In-depth knowledge of Atlassian/Jira for structuring work, documenting decisions, and following up on delivery.
- Strong analytical and synthesis skills, with the ability to identify relevant information and present clear conclusions.
- Communication and interpersonal skills suited to collaboration with business, development, security, and infrastructure teams.
- Experience working within a Belgian federal public service and operating effectively in a complex public-sector environment.
