A federal police organisation is stabilising and modernising its Automatic Number Plate Recognition (ANPR) technology for road safety and judicial operations. This Business Analyst role in the public sector translates operational needs into requirements, process mapping and delivery priorities across intelligent cameras, police information systems, software upgrades and functional changes.
The mission
ANPR cameras read vehicle number plates and compare them with available information, such as stolen or reported vehicles and restrictions for specific areas. The programme covers as-is and to-be process mapping, functional development, software upgrades, reuse of existing solutions and the long-term stability of the ANPR ecosystem. The work matters to a federal public sector organisation because changes affect traffic enforcement, judicial activities, data protection and police information management. You will work in a multidisciplinary team of internal and external colleagues, alongside police zones, mobility and justice administrations, technology and camera suppliers, architects, data experts, project managers and software engineers.
You will structure several initiatives at once, clarify requirements and standards, and assess feasibility, timing, budget, dependencies, risks and quality expectations. Day to day, you will facilitate discussions between operational users, management, technical specialists and external suppliers, then convert decisions into traceable documentation and action plans. Your analyses will support delivery across projects, provide input to DPIAs and risk analyses, and preserve knowledge for future ANPR extensions.
Your responsibilities
- Define and maintain business and functional requirements and standards for traffic initiatives linked to the ANPR programme.
- Map current and target processes to show how operational needs, existing solutions and planned changes fit together.
- Coordinate initiative planning by identifying dependencies, risks, quality criteria, feasibility, timing, budget and mitigation options.
- Produce clear reporting and documentation on status, bottlenecks, risks and alternatives, while maintaining decision logs and action tracking for stakeholders.
- Establish and maintain quality management plans so deliverables meet agreed requirements, standards and governance expectations.
- Lead stakeholder management across police and suppliers to align users, management, architects, data experts and delivery teams, and document knowledge for handover.
Your profile
Essential skills
- Bring at least five years of hands-on experience in business analysis and/or IT project guidance, including complex IT environments in the public sector.
- Apply requirements management methods to elicit, structure, validate and trace needs from operational users through delivery.
- Use process mapping and analytical techniques to summarise complex information, identify implications and reach evidence-based conclusions.
- Apply risk and quality management practices, including input to DPIAs, risk analyses and compliance-related decisions.
- Use stakeholder management to align people with different operational, technical and organisational priorities.
- Communicate clearly in writing and conversation, ask focused questions, and document decisions so that knowledge can be transferred.
- Work in a structured, proactive and results-oriented way, while adapting to changing priorities and handling sensitive police information with discretion.
- Bring sufficient technical understanding to discuss ANPR systems, camera technology, software upgrades and information flows with specialists.
