A Belgian public-sector organisation responsible for police information and ICT is continuing its Automatic Number Plate Recognition (ANPR) programme for traffic enforcement, including the GDM Device Management project. The programme operates in the Brussels-Capital Region and connects dynamic speed signs with fixed speed cameras, while the role focuses on business analysis, requirements management and transition planning. The work covers the current server, camera and software landscape and the target-state design needed for reliable operational use in Belgium.

The mission

The ANPR ecosystem combines intelligent cameras, fixed speed cameras, dynamic speed signs, servers and software supporting traffic safety and judicial operations. GDM, also referred to as Speedmaster, must clarify how these components connect and how existing infrastructure and solutions can be reused. The wider programme also considers future capacity needs, new sensor technology, system integrations and privacy requirements for ANPR data.

Your day-to-day scope starts with documenting the as-is use of the current server, camera infrastructure and software solutions, then helping define a feasible to-be model. You will turn findings into requirements, process maps, technical and functional design documents, risk and dependency records, and a structured handover package for the ANPR Run team. You will coordinate with project managers, core users, IT architects, data experts, analysts, software engineers, management and operational services while priorities change.

Your responsibilities

  • Define and document requirements and standards for GDM and other traffic initiatives, giving delivery teams a clear basis for implementation and acceptance.
  • Map the current technical landscape and specify target-state options for servers, cameras, software and integrations.
  • Design and document processes that support a controlled transition from project delivery to the ANPR Run organisation.
  • Assess feasibility, timing, budget, dependencies and risks, and recommend practical alternatives or mitigation measures.
  • Report status, issues, bottlenecks, risks and decisions to stakeholders, maintaining an accurate action and decision log.
  • Establish quality management plans, organise project knowledge for handover, and provide structured input to DPIAs and related analyses.

Your profile

Essential skills

  • Bring at least three years of hands-on experience in business analysis and/or ICT project coordination within complex government IT environments.
  • Translate operational needs into structured requirements, process maps and functional or technical designs, using a disciplined requirement management approach.
  • Apply process mapping, reporting and documentation practices with tools such as MS Visio, JIRA, Confluence or equivalent platforms.
  • Apply risk management and quality management to identify dependencies, control deliverables and support fact-based decisions.
  • Facilitate stakeholder management across users, architects, project managers, data specialists, analysts, engineers, management and operational teams.
  • Apply practical knowledge of sensor or camera technology, with the ability to understand ANPR and traffic-enforcement implications quickly.
  • Structure large volumes of information, communicate neutrally and clearly, switch between subjects, and handle sensitive police information with discretion and integrity.

Languages

  • Dutch: C2/native level or B2 passive comprehension.
  • French: C2/native level or B2 passive comprehension.
