A central banking organisation in Luxembourg City, within the Grand Duchy of Luxembourg, is strengthening organizational resilience for High and Very High critical activities identified in its business impact analyses (BIAs). This senior Business Continuity Consultant will review contingency procedures, work with business teams on practical workarounds, and design and facilitate tabletop tests that validate how those measures perform during disruption.

The mission

The organisation supports functions across monetary policy, banknote issuance, financial stability, prudential supervision, statistics, payment systems, and economic analysis. Its continuity framework must show that procedures for critical activities are sufficiently detailed, realistic, and aligned with the impacts, dependencies, and resilience requirements documented in relevant BIAs. The engagement covers the concept and design, review, and tabletop testing of resilience and contingency measures, with evidence that each activity has been assessed.

You will work directly with the BCM function and business owners, translating operational knowledge into usable workarounds and contingency procedures. You will prepare review plans and scenarios, coordinate participants, facilitate tabletop sessions, document findings, and provide written feedback that stakeholders can act on. A structured approach is essential because the work involves a high volume of information, versioned documents, decisions, actions, and archived evidence. The planned engagement covers 60 working days and requires availability during Q4 2026.

Your responsibilities

  • Evaluate and challenge contingency procedures and business workarounds against BIA findings, identified risks, impacts, dependencies, and criticality ratings.
  • Design and facilitate tabletop tests for High and Very High critical activities, confirming whether procedures are executable and exposing gaps.
  • Engage business owners and BCM colleagues to turn operational needs into practical, clear, and actionable resilience measures.
  • Produce a concept and project plan that sets out scope, sequencing, participants, evidence, and delivery tracking.
  • Capture test results, decisions, gaps, improvement actions, owners, and status in a traceable record.
  • Recommend and document improvements, then prepare proof of completion and concise written reporting for business stakeholders.

Your profile

Essential skills

  • Bring senior-level experience in business continuity management within a large organisation, managing work across multiple business teams and governance structures.
  • Review contingency procedures with business teams and assess whether they are practical, sufficiently detailed, and aligned with business impact analyses.
  • Design and facilitate tabletop tests, including scenario preparation, stakeholder coordination, observation, debriefing, and follow-up.
  • Apply project management discipline to plan activities, manage dependencies, track actions, and maintain complete documentation and archiving.
  • Handle a high volume of information with strong organisation, prioritisation, and traceability.
  • Work autonomously, challenge constructively, and write clear, actionable advice for business stakeholders.

Languages

  • English: professional working proficiency, sufficient for facilitation, stakeholder interaction, and written reporting. The source brief does not specify a CEFR level.
