A public-sector IT operator in Belgium is implementing automated certificate lifecycle management (CLM) for qualified digital certificates and an internal public key infrastructure (PKI) for internal certificates. The organisation supports administrations and public institutions in the French-speaking Belgian public sector. The CLM and PKI project manager will lead the mapping and diagnosis phase and a proof of concept with an external certificate authority, coordinating development, infrastructure, security, and ITIL/monitoring teams without direct line authority.
The mission
The programme is organised in three stages: a three-month mapping and diagnosis, a four-month proof of concept with an external certificate authority, and a planned twelve-month deployment subject to a Go/No-Go decision. It combines automated certificate lifecycle management for qualified digital certificates with a private PKI for internal certificates. The initial work will identify certificate-bearing assets, assess related risks, and define how automation and operational monitoring should integrate with existing services. Its outputs will support the deployment decision and establish a basis for future certificate governance.
During the first two stages, you will own the integrated plan, dependencies, risks, budget follow-up, and decision material for the management committee. You will establish governance across development, infrastructure, security, and ITIL/monitoring, then coordinate architects, PKI and security specialists, and infrastructure engineers. The role connects technical findings to a practical business case for deployment, while keeping contributors aligned without direct hierarchical authority. The initial scope is part-time and covers a minimum of seven months.
Your responsibilities
- Drive the mapping, diagnosis, and proof of concept phases to agreed milestones, with clear dependencies, risks, and decisions.
- Deliver a complete inventory of certificate-bearing assets and an evidence-based risk assessment for management review.
- Lead the proof of concept with the external certificate authority and convert findings into a business case and deployment recommendation.
- Establish cross-functional governance across development, infrastructure, security, and ITIL/monitoring workstreams.
- Coordinate architects, PKI and security experts, and infrastructure engineers to maintain delivery alignment.
- Track budget, progress, actions, and issues, and prepare concise reporting for the management committee.

Essential skills
- Bring confirmed IT project management experience within a security or infrastructure context, at medior level.
- Apply practical knowledge of digital certificates, public key infrastructure (PKI), and certificate lifecycle management (CLM).
- Mobilise cross-functional teams without direct line authority, creating alignment between technical and operational stakeholders.
- Structure project governance, risk assessment, budget follow-up, and management reporting, translating technical analysis into clear decisions.
Preferred skills
- Understand ACME and SCEP protocols and API integration mechanisms for certificate automation.
- Have worked in a public or para-public environment.
- Follow NIS2, crypto-agility, and post-quantum transition considerations in security planning.
