A public-sector collaboration across the Walloon water sector is coordinating digital transformation across public water operators in Wallonia. The Chief Enterprise Architect will define an enterprise architecture repository and information system roadmap, applying TOGAF and ArchiMate to align business, application, data, and technology decisions across multiple entities.
The mission
The programme is creating a shared view of the sector's information systems to reduce unnecessary complexity, improve interoperability, and coordinate digital investment. The target architecture covers business, functional, organisational, application, data, and technical domains, including possible interfaces with GIS, ERP or SAP, SCADA, sensors, IoT, and asset-management environments. Architecture decisions are prepared for a sector architecture committee and a cross-operator digital platform. The first reference materials and transformation outputs are expected within six months of the assignment start.
You will own the end-to-end definition and implementation of the enterprise architecture repository, from current-state mapping through target models and transformation trajectories. You will work with the sector architecture team, process owners, business representatives, data leads, and delivery teams from participating operators. Your role is to consolidate their input into coherent deliverables, resolve cross-domain dependencies, and keep recommendations connected to public-service priorities. You will present options, decisions, and progress to management and governance bodies, while ensuring GDPR and NIS2 compliance for service continuity and information system resilience.
Your responsibilities
- Establish an architecture governance framework across participating operators, defining roles, policies, principles, standards, and reusable patterns.
- Map current information systems and model business, application, data, and technical architectures in ArchiMate, giving stakeholders a consistent view of dependencies and target states.
- Define the information system roadmap and transformation trajectories, prioritising investments against sector strategy, public-service missions, and delivery constraints.
- Integrate GDPR, NIS2, security, continuity, and resilience requirements into architecture decisions and governance reviews.
- Facilitate stakeholder management across operators, process owners, data leads, architecture teams, and management, turning divergent inputs into decisions.
- Validate the quality, consistency, and timing of deliverables, and present them to the sector architecture committee and digital platform.
Your profile
Essential skills
- Bring at least 10 years of experience in enterprise architecture, information-system urbanisation, or systems architecture, including senior accountability for complex transformation programmes.
- Apply TOGAF and ArchiMate to create and deploy an enterprise architecture repository covering business, application, data, and technical viewpoints.
- Design architecture governance with principles, standards, patterns, roles, policies, and decision forums that can be used across multiple entities.
- Translate organisational strategy and public-service missions into target architectures, investment priorities, roadmaps, and transformation trajectories.
- Demonstrate stakeholder management and influence across business and technical communities, with the ability to facilitate inter-organisation decisions and explain architecture to non-technical stakeholders.
- Advise senior management or executive committees and remain accountable for the quality, coherence, validation, and presentation of programme deliverables.
- Integrate GDPR, NIS2, security, operational continuity, and resilience into enterprise architecture decisions.
