A Walloon public administration in Wallonia is building an institutional data catalogue to make information from tax, agriculture, mobility, environment, land use, research, economy and human resources services easier to find, understand and reuse. The senior Data Analyst role combines business data modelling and semantic analysis with data governance, covering source-system analysis, enterprise data documentation and workshops to align definitions and responsibilities across administrative domains.

The mission

The administration collects and uses large volumes of information across public services, but definitions, ownership, quality, legal basis, update frequency and exchange mechanisms remain distributed across departments and applications. Its recently adopted data strategy treats data as a shared, governed and reusable asset, with the institutional catalogue as a foundation for Only Once, Open Data and reference data initiatives. Each record must capture the source, business purpose, scope, responsible manager, quality, sensitivity, restrictions and conditions for reuse, with mature sources prepared for description in Metawal.

Your scope covers business and functional analysis of source systems, with a specific focus on enterprise data. You will work with data managers, business experts, technical teams and governance bodies to identify legitimate ownership, document how data are created, collected, updated and exchanged, and assess their quality and reuse potential. Your findings will support the biweekly Data Committee through concise reports, recommendations and evidence for decisions on harmonisation, simplification and data governance.

Your responsibilities

  • Analyse source systems to produce a structured inventory of enterprise data, covering business definitions, processes, quality controls, legal basis, sensitivity and reuse potential.
  • Design and maintain the inventory model, keeping records coherent and current while preparing information for future Metawal catalogue entries.
  • Facilitate workshops with data managers, business experts and technical stakeholders to resolve semantic differences, compare calculation rules and agree common concepts.
  • Assess data exchange capabilities, including exposure mechanisms, interfaces, constraints and application or organisational dependencies, to inform future integration choices.
  • Identify redundant data and clarify ownership, then document simplification scenarios, reference data opportunities and recommendations for governance bodies and the Data Committee.

Your profile

Essential skills

  • Bring senior-level experience in business data analysis and modelling, including conceptual models, data dictionaries and structured business concepts.
  • Apply semantic analysis to harmonise business concepts across sources with different definitions, scopes or calculation rules.
  • Facilitate stakeholder workshops and secure practical agreements among business, data management, technical and governance participants.
  • Understand data reuse, Only Once principles, Open Data, reference data and conditions for data sharing.
  • Apply data governance principles to clarify data owner and data manager responsibilities, with attention to legal, process and quality considerations.
  • Communicate clearly in writing and conversation, synthesise complex findings, formalise decisions and remain assertive, pragmatic and service-oriented.

Languages

  • French: C1 or higher, with excellent oral and written command.
