A Flemish public environmental agency in Flanders is extending its recently deployed Air Archive Database with a reporting and statistics capability (phase 2 of the archive database). The Data Scientist / Power BI Analyst will analyse reporting needs, shape semantic data models and build Power BI dashboards, using DAX and database query tuning to make air-quality data usable for analysis and decision-making. The role sits in a technical data warehouse team working with Azure Data Factory, Databricks, data lakes and Power BI.
The mission
The agency has around 750 employees and works on clean water, healthy air and climate adaptation. the archive database is already in production, and the next project phase adds a reporting and statistics tool that must meet defined functional requirements. The wider platform uses ELT pipelines to feed a data lake and data warehouses, with datasets also supporting Python and R analysis models.
You will work with the technical data warehouse team and the project architect to turn complex reporting requirements into usable analytical products. Your scope covers data-flow analysis, data modelling, Power BI development, performance tuning and stakeholder alignment. The result should give public-sector users reliable dashboards and documented data solutions that can be maintained within the wider Azure platform.
Your responsibilities
- Translate the archive database (phase 2) reporting requirements into Power BI semantic models and dashboards for air data.
- Build and maintain functional Power BI reports, using DAX and performance optimisation to keep queries and visuals responsive.
- Analyse data flows and source structures to validate data quality and reporting logic.
- Optimise databases, queries and data models for scalable reporting performance.
- Collaborate with stakeholders, the project architect and the data warehouse team to resolve requirements and design decisions.
- Document solutions, manage changes with Git and share repeatable reporting practices.
Your profile
Essential skills
- Bring at least 3 years of experience as a data analyst, including at least 2.5 years as a Power BI developer or expert.
- Design data models and semantic models for complex reporting needs, applying sound data modelling principles.
- Demonstrate at least 3 years of experience optimising databases and queries and analysing data flows.
- Develop advanced DAX measures and use Git in a team delivery process.
- Hold the Microsoft PL-300 Power BI Data Analyst certification.
- Communicate clearly with stakeholders and contribute effectively in an Agile data warehouse environment.
Preferred skills
- Experience with Azure DevOps.
- Working knowledge of SQL and Oracle databases.
- Experience with reporting and with scripting in Shell, Perl or Python.
- Experience in public-sector assignments or familiarity with technical standards used by Flemish environmental agencies.

- Dutch at CEFR level C2.
