A public-sector IT operator supports French-speaking public services in Belgium, including child and family health programmes across Wallonia. This Java Angular developer role contributes to applications for child and family services, including child records, prenatal social follow-up, appointments and vaccination management, using Angular 21 and Spring Boot across new development and application maintenance.
The mission
The programme is modernising services used by professionals who manage children aged 0 to 6, support expectant mothers and coordinate vaccination activities. The technical landscape combines Java 8/JEE7 and Java 21, Spring Boot, JPA, Angular 21, NgRx, REST/OpenAPI, DB2 and MySQL. Some workflows require offline support for field professionals, using IndexedDB, Dexie and Service Worker to preserve continuity when connectivity is limited. Delivery is planned from mid-November 2026 through the end of 2027, alongside corrective and functional maintenance.
You will work across one or more applications, from technical design through deployment, with a technical lead, functional analysts, testers and other developers. The scope includes Java backend development with Spring Boot and JPA, Angular frontend work, data changes managed with Flyway and automated tests. You will help maintain an appointment application with online and degraded modes, while contributing to child, prenatal and vaccination services. The team follows SCRUM and uses Apache Maven, GitLab CI/CD and Docker for build and delivery, with Nexus in the toolchain.
Your responsibilities
- Design and implement Java, Spring Boot and Angular features that fit the established service-oriented architecture.
- Deliver functions for child records, prenatal case management, appointment planning and vaccination data management.
- Build offline-capable workflows that remain usable by field professionals when connectivity is limited.
- Protect release quality through unit and integration testing, code reviews and clear technical documentation.
- Prepare, deploy and validate releases across the relevant environments using the defined CI/CD processes.
- Reduce technical debt through refactoring, library and framework upgrades, and improvements to existing code.
Your profile
Essential skills
- Deliver medior-level full-stack development across Java backend and Angular frontend applications.
- Build Java services with Spring Boot, JPA and REST/OpenAPI, while understanding service-oriented application design.
- Develop Angular 21 interfaces with Angular Material and integrate frontend components with backend APIs.
- Work with DB2 and MySQL, including database versioning and migration management with Flyway.
- Implement offline browser capabilities using IndexedDB, Dexie and Service Worker.
- Create unit and integration tests with JUnit and Mockito, and apply code review, refactoring and Clean Code practices.
- Use Apache Maven, GitLab CI/CD, Nexus and Docker to support reliable builds and deployments.
- Work effectively in SCRUM and communicate technical risks, dependencies and delivery constraints with analysts, testers and developers.
