A major Belgian public-sector organisation is redesigning its target operating model and aligning it with its enterprise and ICT architecture. This senior Enterprise ICT Architect role combines business architecture, ICT governance and impact analysis across processes, information and applications, then translates agreed organisation choices into an integrated transformation roadmap.

The mission

The programme sits within Belgium’s federal public administration context and begins with a validated analysis of the current organisation, including overlapping mandates, decision rights, governance dependencies and constraints affecting digital services and ICT initiatives. You will compare target organisation scenarios and assess their effects on business capabilities, end-to-end processes, information flows, applications and architecture principles. The work is structured in three phases, with formal validation after analysis, organisation design and implementation preparation, followed by final prioritisation by the Executive Committee.

Your work will connect organisation design to enterprise architecture, ICT governance and the wider digital transformation roadmap. You will collaborate with organisation, strategy, enterprise architecture, business, data, application, security and infrastructure stakeholders, while advising the CIO and executive leadership on choices and consequences. The result will be a target organisation model, organigram and implementation programme covering workstreams, dependencies, risks, governance and change activities.

Your responsibilities

  • Complete and validate the organisation analysis, documenting organisational, regulatory, process, information and ICT dependencies.
  • Compare future organisation scenarios and produce an enterprise architecture impact analysis covering capabilities, processes, information, applications and ongoing ICT initiatives.
  • Design the target operating model, organisation structure and organigram, with clear responsibilities, decision rights and governance principles.
  • Facilitate strategic workshops with executive leadership and relevant directorates to build alignment and support formal decision-making.
  • Translate the selected organisation model into implementation projects, workstreams, architectural conditions, dependencies, risks and decision points.
  • Maintain an integrated organisation and ICT transformation roadmap and programme plan covering change management, communication, risk management and planning.

Your profile

Essential skills

  • Bring at least 10 years of professional experience as an enterprise architect, business architect, ICT transformation architect or in an equivalent architecture role.
  • Have delivered at least three organisation-wide transformation or restructuring programmes in organisations with 1,000 or more employees, including one in an organisation of approximately 2,000 or more employees.
  • Apply enterprise architecture, business architecture, target operating models, capability mapping, ICT governance and architecture governance in complex organisations.
  • Perform impact analysis across processes, information, applications, technology and governance, and connect the findings to ICT roadmaps.
  • Use an architecture framework such as TOGAF or equivalent, and translate strategic choices into practical transformation and implementation roadmaps.
  • Lead stakeholder management, consensus-building, executive workshops and change management in complex organisational settings.
  • Communicate effectively with enterprise, business, data, application, security and infrastructure architects, while working autonomously with a pragmatic and implementation-focused approach.
