A Belgian public-sector organisation responsible for more than 70,000 hectares of nature areas, forests and parks is expanding its team for nature restoration and development projects. The senior public procurement specialist will prepare technical specifications and public procurement files using 3P, while coaching project leaders who have limited experience with tender documentation and procurement procedures.
The mission
The project team delivers nature restoration and development projects across Flanders, ranging from ecological site works to the management of public land and infrastructure. Its work supports the protection and development of more than 300 nature areas. The team is adding at least six members over the coming three months, creating a need for structured knowledge transfer alongside operational procurement support.
You will support project leaders throughout the procurement cycle, from drafting technical and administrative specifications to the formal tendering and award of contracts to contractors. Your work will cover public procurement law, procedure selection, evaluation documents and administrative follow-up in 3P. You will also act as a practical reference point for new colleagues and project leaders with questions about tender files and procurement processes.
Your responsibilities
- Draft compliant technical and administrative specifications for nature restoration projects, using Standard Specification 250 where appropriate.
- Advise project leaders on suitable public procurement procedures and ensure tender files comply with applicable public procurement law.
- Prepare tendering and award documents, support the evaluation of offers, and help bring procedures through to formal contract award.
- Manage public procurement files in 3P and maintain accurate administrative follow-up throughout each procedure.
- Guide project leaders in the preparation of tender documents and the correct use of 3P.
- Coach project leaders and new administrative colleagues through practical knowledge sharing and support with procedural questions.
Your profile
Essential skills
- Bring senior-level experience supporting public procurement processes, ideally in a public-sector or infrastructure-related environment.
- Apply general technical knowledge of project management to structure procurement activities and coordinate input from project teams.
- Draft clear technical specifications and administrative tender documents, with practical knowledge of Standard Specification 250.
- Interpret and apply public procurement law when selecting procedures, preparing documents and reviewing compliance.
- Use 3P to register, manage and monitor public procurement files and their administrative progress.
- Coach less experienced project leaders and colleagues, translating procurement requirements into clear and practical guidance.
- Communicate precisely with project leaders, evaluators and administrative stakeholders, and work independently on complete procurement files.

- Dutch, professional working proficiency, required for technical documentation, coaching and coordination with project teams.
The assignment is based in the Flemish public sector, with occasional coordination involving offices in Leuven and Antwerp.
