This senior IT business development manager role combines automatic number plate recognition solutions, legal and policy analysis, and long-term financing of IT programmes, with responsibility for coordinating public partners across Belgium.
The mission
ANPR cameras read number plates and compare them with available information, such as stolen or reported vehicles and vehicle access restrictions. The traffic pillar sits within a broader police information and ICT landscape, where legal rules, information exchange, operating processes, technical standards, and funding all affect how solutions can be deployed. The work matters because improvements in the traffic enforcement chain must be operationally useful, legally sound, financially sustainable, and aligned among public-sector partners. The role therefore requires a practical understanding of traffic safety technology and the Belgian public sector.
You will work with the ANPR programme and portfolio manager, project managers, product owners, analysts, legal colleagues, core users, and external public partners. Your scope covers identifying bottlenecks, shaping business cases, developing ROI and financing models for IT solutions, and translating validated priorities into a strategic implementation plan. You will track budgets, risks, decisions, dependencies, and delivery timing, then report clearly when priorities or plans need adjustment. You will also support change management and ensure that knowledge and decisions are transferred to product owners.
Your responsibilities
- Identify improvement opportunities in the traffic enforcement chain and define solutions involving shared processes, information exchange, centralisation, or partner collaboration.
- Develop strategic plans and business cases that connect validated priorities with legal constraints, available capacity, implementation timing, and sustainable financing.
- Build alignment among police stakeholders and public partners by preparing meetings, mediating differences, and documenting decisions.
- Shape legal and financial dossiers, including proposals for improved frameworks and self-financing of IT solutions.
- Monitor budgets, milestones, risks, bottlenecks, and dependencies, then propose mitigations and alternatives when plans change.
- Establish project follow-up in Jira and Confluence and transfer decisions, dependencies, and knowledge to product owners.
Your profile
Essential skills
- Bring at least 10 years of hands-on experience guiding strategic IT projects and at least 5 years designing IT solutions.
- Apply domain expertise in traffic safety and the traffic enforcement chain, including ANPR and camera-based systems.
- Develop ROI, cost, and long-term financing models for public-sector IT solutions.
- Combine policy and legal insight with practical experience in public-sector governance and information management.
- Use stakeholder management and partnership and collaboration management to coordinate organisations with different responsibilities.
- Facilitate dialogue with discretion and diplomatic communication, including in situations requiring mediation.
- Produce clear strategic reporting and support change management across multiple initiatives.
- Work independently across changing priorities while maintaining accurate project follow-up and knowledge transfer.
