This role supports the rollout of ICARB, a centralised application for managing addresses, streets and buildings across municipal administrations in Belgium. As an ICT Trainer, you will prepare and deliver on-site and remote training, create practical learning materials, and provide user support for municipal agents working with the new application. The programme is coordinated from Namur and involves administrations across Wallonia.

The mission

ICARB is replacing the existing ICAR application and will be introduced in stages, first for address management and later for building-related processes. Municipal agents use the application to maintain address, street and building information, while reported anomalies may require corrections in the underlying geographic data. The training programme must therefore explain both the application workflow and good practices for managing addresses and street names.

You will organise information and training sessions for municipal agents and their representatives, initially in groups covering several municipalities and later in more specific sessions at municipal administrations or the Namur office. Your scope includes remote training, classroom delivery, hybrid learning paths, and the preparation of ICT training materials. You will also answer questions through online and telephone support, helping users understand the application and resolve common usage issues.

Your responsibilities

  • Prepare structured training programmes and supporting materials adapted to different levels of digital and administrative experience.
  • Deliver classroom, remote and hybrid training sessions on ICARB, its workflows and good practices for address and street-name management.
  • Support municipal users through online and telephone assistance, clarifying application usage and guiding them towards appropriate solutions.
  • Adapt explanations, exercises and learning formats to the needs of diverse groups of municipal agents and representatives.
  • Incorporate AI tools where they can improve the preparation or maintenance of pedagogical content while preserving accuracy and clarity.
  • Coordinate schedules, communication and follow-up with internal colleagues and participating municipal administrations.

Your profile

Essential skills

  • Experience delivering ICT training in classroom and remote settings, with the ability to keep participants engaged and verify their understanding.
  • Ability to design hybrid learning paths combining face-to-face sessions and e-learning.
  • Capacity to create clear, structured ICT training materials, including user instructions, exercises and presentation content.
  • Practical understanding of operating systems and common user support or helpdesk situations.
  • Ability to explain technical processes to users with varied levels of digital experience and to provide patient, precise guidance.
  • Strong planning, communication and coordination skills, with a rigorous approach to deadlines, priorities and accuracy.
  • Initiative in identifying improvements, building effective working relationships and supporting colleagues as part of a wider team.

Preferred skills

  • Familiarity with municipal administration, address management, geographic information or applications used by public-sector organisations.
  • Experience using AI to develop or improve pedagogical content.
