A federal public-sector organisation is modernising a portfolio of applications that support unemployment regulation, including eligibility, payments, debt management, and financial and accounting processing. In this Senior Fullstack Java Developer role, you will work across legacy IBM WebSphere components and newer cloud or hybrid services, using Java, Spring Boot, and Angular or ReactJS to deliver maintainable applications and integrations. The work combines hands-on development with technical analysis in a strongly interconnected environment.

The mission

These applications support critical operational processes while the organisation moves from a mixed legacy landscape towards modern, cloud-ready architectures. The programme includes technical-debt reduction, containerisation with Docker, deployment on OpenShift, and the adoption of resilient, highly available services. The stack includes Java microservices with REST, SOAP, or GraphQL APIs, Swagger and OpenAPI documentation, SQL data models, and integration patterns that may include messaging or event-driven flows. Changes must remain compatible with existing components and meet security and compliance expectations, including NIS2.

As a developer and analyst-programmer, you will turn technical specifications into working solutions, assess design options for smaller projects, and advise on integrations, data models, performance, and scalability. You will build backend services and user-facing features, test them with JUnit, check quality with SonarQube, and manage database changes with Flyway. You will use Git, Maven, NPM, IntelliJ, Jira, and Confluence within an Agile/Scrum delivery model. Your decisions will keep legacy and modern components coherent while supporting regulated unemployment processes.

Your responsibilities

  • Deliver Java and Spring Boot services plus Angular or ReactJS features that give users reliable tools for unemployment-regulation processes.
  • Analyse technical specifications and select implementation approaches that balance maintainability, performance, scalability, and compatibility.
  • Modernise legacy IBM WebSphere and JSF functionality and integrate it with REST APIs, SOAP services, and cloud or hybrid components.
  • Design and document interfaces with Swagger and OpenAPI, and apply Hexagonal Architecture to keep domain logic separated from infrastructure.
  • Protect delivery quality through JUnit tests, SonarQube analysis, Flyway migrations, Git workflows, and containerised deployment on Docker and OpenShift.
  • Investigate complex issues across interconnected systems and communicate clear recommendations to developers, architects, and business stakeholders.

Your profile

Essential skills

  • Bring 5 to 7+ years of experience developing and analysing complex IT applications, with strong hands-on expertise in Java.
  • Apply expert knowledge of Spring and Spring Boot to build microservices and API-driven applications.
  • Deliver full-stack features with Angular or ReactJS, and work effectively with JavaScript and NPM.
  • Work confidently with REST, SOAP, GraphQL, Swagger, OpenAPI, Docker, OpenShift, and IBM WebSphere in interconnected environments.
  • Use SQL and MySQL data models together with Flyway, JUnit, Maven, Git, Lombok, IntelliJ, and SonarQube.
  • Apply Hexagonal Architecture and advise on integrations, performance, scalability, resilience, and high availability.
  • Demonstrate experience within a federal public service and understand security and compliance requirements such as NIS2.
  • Use the Atlassian Stack, including Jira and Confluence, practise Agile/Scrum at expert level, and explain technical choices clearly to technical and non-technical stakeholders.
