A public sector organisation serving agriculture and fisheries is strengthening its IT development function. This senior ICT business analyst role in Belgium covers business analysis and functional analysis for applications supporting agricultural measures, fisheries investments, animal programmes, school fruit, milk deliveries and monitoring. You will translate operational needs into implementable ICT solutions, with a focus on business process management, AI-supported analysis and testing.
The mission
The analyst works within the digitalisation and information-policy function of a public administration in Flanders, alongside IT development and business teams. Its applications support agriculture and fisheries processes, including support measures, monitoring, school fruit, milk deliveries, animal programmes and fisheries investment schemes. The work spans multiple complex projects, combining process analysis, functional design, testing, maintenance and AI use in analysis, mockups, document processing, agents and agentic workflows.
Day to day, you elicit needs, analyse current and future processes, facilitate workshops and produce functional specifications, UML models, ERDs and mockups. You define test scenarios, conduct functional testing and regression testing, lead test sessions and validate AI-supported solutions. Your recommendations balance business value, technical feasibility, budget, timing and planning, creating a clear bridge between business stakeholders and IT developers.
Your responsibilities
- Lead business, needs and functional analyses that turn stakeholder input into approved requirements and feasible delivery options.
- Map and optimise processes using BPM, BPMN, UML, mockups and ERD outputs.
- Translate business needs into functional specifications for web applications and ICT changes.
- Design and run functional testing, regression testing, test scenarios and sessions that support release decisions.
- Apply different LLMs, Figma and MS Power Automate to analyses, mockups, document processing, agents and agentic use cases.
- Coordinate stakeholders across multiple complex projects, incorporating project and change management, planning and Scrum delivery.
Your profile
Essential skills
- Bring at least 10 years of professional experience in business and functional analysis, independently covering needs, process and requirements work.
- Apply at least 8 years of general business operations knowledge to ICT, balancing business priorities and technical constraints.
- Use UML, mockups and database design methods including ERD to clarify processes, rules and data structures.
- Deliver functional testing and regression testing, including test scenarios and test sessions for AI-supported applications.
- Apply AI in analyses, mockups and applications, as well as document processing, agents and agentic use cases.
- Facilitate workshops and meetings, communicate clearly with business and IT teams, and manage multiple complex projects simultaneously.
Preferred skills
- Work with Balsamiq, Figma and web applications to communicate user journeys and functional designs.
- Use BPMN, databases and PL/SQL when modelling processes and data.
- Apply project and change management for complex delivery, including costs, timing, coordination, planning and estimates, and manage stakeholders.
- Use several LLMs, MS Power Automate and related AI tools in practical delivery contexts.
- Deliver in Scrum across multiple complex projects.
