A Belgian vocational training network coordinates five training centres and 24 campuses across Flanders and Brussels in Belgium. This senior ICT Business Analyst Consultant role supports an assessment of the current IT and data landscape and the design of a future target operating model across the participating entities. The work combines business architecture, capability modeling, process analysis and stakeholder facilitation to define how technology services, governance and responsibilities should operate in the future.
The mission
The programme will establish a clearer operating model for IT and data across a network with multiple organisational entities and existing ways of working. You will document the current processes, services, governance arrangements and collaboration models, then assess capabilities and maturity levels using structured analysis, process mapping and BPMN where relevant. The assignment is planned as a multi-year programme, with continuation dependent on approval of the work delivered.
As the senior ICT business analyst, you will lead interviews, facilitation workshops and validation sessions with directors, management teams, IT staff and other stakeholders. You will connect the findings from the current-state analysis to a future IT and data target operating model. Your work will inform organisational design, governance structures, service delivery models and the division of roles and responsibilities between entities. You will also assess the organisational impact of the proposed changes and help stakeholders validate the resulting recommendations.
Your responsibilities
- Lead the current-state analysis of IT, data, processes, services and governance across the participating entities.
- Facilitate interviews, workshops and validation sessions that produce agreed findings and actionable decisions.
- Assess business capabilities and maturity levels, identifying risks, improvement areas and dependencies.
- Map processes, collaboration models, governance arrangements and service responsibilities using clear analytical models, including BPMN where appropriate.
- Design the future IT and data target operating model, including governance design, service delivery and organisational structures.
- Deliver change impact assessments covering functions, roles, responsibilities and collaboration between entities.

Essential skills
- Bring senior-level experience as an ICT Business Analyst or business architecture consultant, with the ability to translate strategic objectives into an operating model.
- Apply Business Process Modelling Notation (BPMN), process mapping and capability modeling to analyse complex organisational environments.
- Conduct maturity assessments and convert the results into practical recommendations for governance, service delivery and organisational development.
- Design governance structures, target operating models and organisational designs that clarify decision rights, accountabilities and collaboration models.
- Lead facilitation workshops, interviews and validation sessions with senior stakeholders, management teams, technical specialists and operational representatives.
- Perform change impact assessments and communicate the consequences of proposed changes for roles, functions and responsibilities.
- Structure ambiguous information, challenge assumptions constructively and produce clear documentation that supports stakeholder decisions.
