A major Belgian public utility serving Brussels and the wider Brussels-Capital Region in Belgium is preparing a large ERP transformation from SAP ECC to a future ERP platform, which has not yet been selected. The Senior IT Program Manager will manage the European public procurement for the ERP solution and implementation partner, then coordinate migration, transition, process standardisation and test management across several business-IT projects.
The mission
The organisation is modernising a business-critical application landscape that includes SAP ECC, SAP IS-U, Geode, WinDev, SAG and M365 solutions such as SharePoint, PowerApps and Power Automate. The programme covers approximately 440 person-days over an initial period of about two years, with the potential for a longer overall engagement. The work must comply with GDPR, ISO27001 and NIS2 requirements.
You will manage the ERP selection and transformation programme from procurement through implementation preparation and delivery. Your scope will include complex migration and transition planning, BPMN-based process analysis, coordination with key users, project governance, risk and budget control, and the introduction of a structured test management approach aligned with organisational standards. You will also support other strategic projects and connect their business requirements to the wider transformation roadmap.
Your responsibilities
- Lead the European public procurement process for selecting the future ERP platform and implementation partner.
- Direct the ERP transformation from SAP ECC, covering migration, transition, process standardisation and integration dependencies.
- Establish test management for ERP transformation projects, including planning, execution tracking, defect follow-up and reporting.
- Govern multiple business-IT projects by controlling scope, planning, resources, budget, risks and issues through Jira and TOPdesk.
- Coordinate key-user requirements, change management activities and end-user training with business stakeholders and the change management function.
- Support the PMO with project status reporting, capacity planning, budget monitoring, timeline management and governance routines.
Your profile
Essential skills
- Bring senior experience managing large ERP transformations with complex migrations and transitions.
- Manage European public procurement for ERP selection and implementation partner procurement, or demonstrate closely related experience in regulated environments.
- Work confidently with SAP ECC and understand enterprise ERP landscapes, with knowledge of SAP IS-U and other ERP platforms such as Microsoft Dynamics or Odoo.
- Apply BPMN for business process modelling and translate business requirements into structured project outcomes.
- Combine PRINCE2 with Agile, Waterfall and Scrum project management practices according to project needs.
- Design and operate test management processes across large transformation programmes.
- Use M365 solutions, including SharePoint, PowerApps and Power Automate, to support collaboration, workflows and project information management.
- Communicate clearly with business stakeholders, key users, PMO teams, technical suppliers and senior decision-makers.
- Maintain project governance and delivery controls in line with GDPR, ISO27001 and NIS2 requirements.
