A major Belgian financial institution is aligning its IT workforce and sourcing model with a new strategic plan focused on savings, sourcing mix, and capability development. The IT Sourcing & Workforce Manager will connect IT Strategic Workforce Planning, IT sourcing processes and tools, budget governance, and provider performance across internal and external resources.
The mission
The role translates Group and local IT strategies into a governed sourcing model covering all IT domains. It provides management with reliable visibility of workforce composition, sourcing ratios, resource evolution, costs, risks, and savings, while ensuring that sourcing decisions support service quality and financial targets. The work spans internal employees, external providers, Procurement, Legal, Finance, HR, and IT leadership.
Day to day, you will maintain the sourcing repository and workforce database, lead demand and contract processes, and monitor provider performance through operational KPIs and service-level agreements. You will also compare current capabilities with the technology roadmap, identify critical and emerging skills, and coordinate reskilling, upskilling, knowledge transfer, and internal mobility actions. Your outputs will support budgeting, resource allocation, governance decisions, and workforce readiness.
Your responsibilities
- Define and maintain the IT Strategic Workforce Planning and IT Sourcing Strategy in line with Group and local IT priorities.
- Govern sourcing decisions across IT domains, identify risks, and provide mitigation plans through clear dashboards, KPIs, and management reports.
- Own the IT sourcing budget, including expenditure monitoring, budget forecasting, financial planning, savings tracking, and cost optimization.
- Manage external-resource demand, provider coordination, approval workflows, contracts, renewals, amendments, and onboarding with Procurement, Legal, Finance, and HR.
- Measure provider performance through service-level agreements, operational KPIs, and contractual obligations while maintaining service quality.
- Develop the IT Skills Framework and coordinate capability-gap analysis, training roadmaps, reskilling, upskilling, internal mobility, and knowledge transfer.
Your profile
Essential skills
- Bring at least 10 years of relevant experience, including a minimum of 5 years in a similar IT sourcing or workforce management function.
- Apply IT sourcing processes and tools to manage resource planning, governance, supplier demand, and workforce data.
- Translate IT strategy and technology roadmaps into practical sourcing, capacity, and workforce plans.
- Combine structured analysis with strong communication, networking, negotiation, organisation, and decision-making skills.
- Work methodically with multiple stakeholders and support constructive collaboration across business and control functions.
Preferred skills
- Experience with IT Strategic Workforce Planning and IT Sourcing Strategy.
- Experience building sourcing dashboards, KPIs, management reports, repositories, and workforce databases.
- Knowledge of budget forecasting, financial planning, cost optimization, and benefits-realisation tracking.
- Experience in Vendor Demand & Contract Management and provider performance governance.
- Familiarity with an IT Skills Framework and workforce transformation programmes.
- Sourcing & Vendor Mgt certification.
