A Belgian public-sector organisation is continuing the digitalisation of urban planning permits through Gesper, a web platform for electronically submitted public and private permit applications. As Senior Product Owner for Urban Planning and Business Analysis Coordinator, you will own the product vision and functional evolution of the platform while coordinating process analysis across business and IT stakeholders. The role combines Agile Scrum, process modelling and regulatory analysis in a programme supporting public services in Wallonia.
The mission
Gesper is the reference web platform for electronically submitted public and private urban planning permits. It connects operational processes, regulatory requirements and software delivery, so changes in legislation or administrative practice must be reflected in coherent, usable functionality. The work forms part of a wider public-sector digitalisation programme in Belgium and the Walloon Region.
On a day-to-day basis, you will manage the product from vision through continuous improvement, translating business needs into prioritised backlog items and user stories for the delivery team. Your scope includes workshops, governance sessions, demonstrations and user tests with business representatives, developers, architects and UX/UI specialists. You will also act as the reference point for urban planning processes, support the programme manager in coordinating analysts' priorities and coach new business analysts joining the programme.
Your responsibilities
- Define and maintain Gesper's product vision, aligning functional priorities with organisational needs and changes in urban planning regulations.
- Prioritise and refine the product backlog, produce clear user stories and keep development work aligned with the intended product outcomes.
- Translate regulatory changes into functional requirements and assess their impact on urban planning processes and user workflows.
- Model and improve business processes so that Gesper supports efficient, consistent handling of public and private permit applications.
- Facilitate product governance through structured workshops, reviews, demonstrations and user tests that validate functional quality.
- Coordinate, coach and challenge business analysts, while helping the programme manager align their priorities with the programme's strategic direction.

Essential skills
- Demonstrate confirmed experience as a Senior Product Owner in complex digital programmes, owning a product from vision through continuous evolution.
- Apply business analysis and business process management (BPM) to model, assess and optimise operational processes.
- Translate regulatory changes into functional requirements and evaluate their effect on business workflows.
- Coordinate multiple stakeholders across business teams, IT, suppliers and decision-makers, maintaining clear priorities and decisions.
- Use Agile Scrum, Azure DevOps, Confluence and Miro to structure delivery, collaboration and product governance.
- Communicate clearly and structurally, with the leadership to coach, challenge and support business analysts.
