A Belgian public sector organisation develops and operates digital tools for local police work, including FOCUS, a mobile application used by officers in the field on smartphones and tablets. As a Product Owner for mobile police applications, you will help manage around 20 FOCUS modules, combining business analysis, business process modelling and change management in a multidisciplinary product team.
The mission
FOCUS supports police workflows in Belgium. The application allows field officers to exchange messages, search for people, places and businesses, view ongoing incidents, locate intervention units and carry out other operational tasks. It is developed by an external partner, hosted by the organisation, and remains under its final functional and operational responsibility. New modules and features are added each year, so the role combines product ownership with structured analysis of evolving requirements.
You will join a team currently made up of two Product Owners who also act as project managers, plus an incident manager and technical coordinator. Your scope will cover assigned FOCUS functionality from user needs through analysis, supplier coordination, delivery follow-up and adoption. As a Business Analyst in the public sector, you will connect police users with development, security and supplier teams, while reporting progress, risks and decisions to the Program Manager. The work includes both planned product improvements and second-line support for users.
Your responsibilities
- Own the business and functional knowledge of assigned FOCUS modules and serve as the main point of contact for users.
- Translate user needs and operational feedback into clear requirements, priorities and product decisions.
- Model AS-IS and TO-BE processes using BPMN and coordinate impact analyses covering legal, security and operational considerations.
- Align internal teams, external suppliers and the supplier-side Product Owner through analysis, delivery and issue resolution.
- Drive user adoption through information and training sessions, accurate documentation and clear communication of new features, changes and known problems.
- Provide second-line support and deliver regular reporting on progress, risks, dependencies and decisions to the Program Manager.
Your profile
Essential skills
- Experience as a Product Owner and/or Business Analyst, with ownership of business and functional scope in a complex application environment.
- Experience in the public sector, with the ability to understand regulated workflows, operational users and formal decision processes.
- Capability to conduct business and functional analysis, synthesise complex input and produce actionable requirements.
- Practical experience with BPMN business process modelling, including AS-IS and TO-BE process documentation.
- Change management capability, including user communication, training, documentation and adoption support.
- Excellent communication and collaboration skills, with the ability to adapt your approach to technical, security, business and operational stakeholders.
- Organised, autonomous and reliable, with the ability to prioritise several topics, influence without direct authority and take responsibility for decisions and outcomes.
