A federal public sector organisation operates an automatic number plate recognition (ANPR) programme for traffic safety and judicial activities. As Product Owner for traffic-related ANPR products, you will coordinate operational requirements, camera and data flow management, and application improvements, using JIRA and Confluence to maintain a clear product roadmap across business and IT stakeholders.
The mission
The ANPR programme sits within an information and ICT directorate responsible for police information management, technical standards and communication systems. Intelligent cameras identify number plates and compare them with relevant records, including stolen or reported vehicles and traffic-area access rules. The RUN team manages camera operations, data flows and applications, while stabilising existing services and moving completed project work into day-to-day operations. This work supports consistent traffic processes and reliable information use for operational and judicial purposes.
As Product Owner for Traffic, you will build knowledge of the relevant policies, operational processes and product objectives, and translate them into coherent requirements and standards. You will maintain the product roadmap, assess the operational impact of new initiatives with project managers and programme management, and follow projects as they move into RUN operations. The role also includes stakeholder coordination, structured reporting, knowledge transfer and occasional field visits to keep the product vision aligned with practice.
Your responsibilities
- Define requirements, standards and product objectives for traffic-related ANPR products and translate them into an actionable product roadmap.
- Manage the overview of operational products, ongoing initiatives and project handovers, ensuring priorities and dependencies remain visible.
- Identify risks, bottlenecks, decisions and required actions, and track their impact on delivery timelines, budgets and operational readiness.
- Report progress and recommended mitigations to stakeholders, maintaining clear status information and decision logs.
- Establish quality management plans and structured documentation so that deliverables meet applicable standards and knowledge can be transferred effectively.
- Coordinate internal users, regional authorities, mobility stakeholders, technology and camera suppliers, and support change management through updates, briefings, user instructions and training.
Your profile
Essential skills
- Bring at least five years of relevant IT project management experience, preferably in the public sector.
- Translate policy, operational and user input into clear requirements, standards and product roadmaps.
- Use JIRA and Confluence for project tracking and knowledge management, with a disciplined approach to documentation.
- Analyse feedback, dependencies, risks and trade-offs, and convert them into concrete actions.
- Communicate clearly with business and IT stakeholders, including end users, external partners and subject-matter experts.
- Work independently, challenge assumptions constructively and switch between topics as priorities change.

- Dutch: C2 or native level for candidates whose native language is Dutch, with C1 passive comprehension of French.
