A national public-sector organisation is carrying out a digital and organisational transformation across administrative, operational and citizen-facing services. As part of its Digital Transformation Office, the Program Manager will apply senior IT program management, cross-functional leadership and change management to bring complex IT programs involving architecture, integration and data into a controlled delivery framework.
The mission
The Digital Transformation Office coordinates initiatives covering IT foundations, data, innovation, business transformation and governance. Its portfolio includes business solutions used by several hundred users, with dependencies across enterprise architecture, system integration, security, data and operational teams. This work supports more consistent digital services, clearer decision-making and improved control of organisational and technology investments.
Working with the Chief Technology Officer and the Demand & Portfolio Management team, you will assess programs that lack structure or have delivery, budget, quality or governance issues. You will establish a realistic roadmap, clarify ownership and dependencies, and connect technical, business, financial, organisational and contractual decisions. The multidisciplinary delivery environment includes internal teams, external partners, IT, architecture, security, PMO and business stakeholders.
Your responsibilities
- Restore control over strategic IT programs by establishing clear scope, priorities, milestones, dependencies and ownership.
- Diagnose program maturity, delivery performance, risks and organisational blockers, then turn findings into prioritised remediation plans.
- Implement effective program governance through steering committees, reporting, KPIs, decision logs and escalation paths.
- Coordinate internal teams, suppliers and integrators across technical, business, organisational and contractual workstreams.
- Manage risks, budgets, resources and supplier commitments within a public procurement and regulatory context.
- Prepare objective decision material for governance bodies and support practical, evidence-based arbitration between stakeholders.
Your profile
Essential skills
- Demonstrate senior experience in IT program management, particularly in complex environments with multiple systems, integrations and stakeholder groups.
- Lead transversally across IT, business, architecture, security, PMO, finance, suppliers and operational teams without relying solely on hierarchical authority.
- Structure and govern programs involving enterprise architecture, data integration and business platforms serving several hundred users, such as CRM or ERP solutions.
- Analyse delivery, budget, quality, organisational and governance issues, and define realistic recovery plans with measurable outcomes.
- Apply risk management, financial governance, roadmap planning and change management to programs with competing priorities and dependencies.
- Communicate clearly with senior decision-makers and operational teams, including when presenting issues, options and recommendations.
- Bring experience in the public sector and an understanding of public procurement, contractual obligations and regulatory constraints.

Education
- Higher education degree in IT, business, engineering, management or a related discipline, or equivalent professional experience.
