A major energy network organisation in Belgium is modernising its data capabilities through a scalable cloud data platform, a new data governance and data quality framework, and phased migration from a legacy platform. The Senior Program Manager will orchestrate the related projects, aligning business priorities with IT delivery across data migration, data products and AI developments.

The mission

The Data & Analytics Program covers platform implementation, data migration from the legacy platform, and the transfer of data flows and reports to the new environment. The modernisation project has a value of at least €1 million and/or involves 20 FTE, requiring coordination between business teams, Data Management, Enterprise Architecture, project teams and external integrators. The programme is intended to improve decision-making, operational efficiency and business value from data. Architecture governance, production constraints and operationalisation are part of the delivery scope.

You will be accountable for integrated program delivery, while business ownership of outcomes and value realisation remains with the Business Program Lead. You will maintain the roadmap, milestones, dependencies, scope, risks, issues, resources and budget across projects, with a consolidated view of delivery, benefits and value. The role prepares the Program SteerCo materials, decision log and action tracking, and leads the OpCo with a focus on risks, escalations and arbitrations. You will work closely with the Program Sponsor, IT teams and key stakeholders to secure adoption and manage change.

Your responsibilities

  • Orchestrate project execution and dependencies to keep the overall data program aligned with its roadmap and expected business outcomes.
  • Integrate scope, planning, risks, issues, resources and budget to provide transparent control at program level.
  • Establish consolidated reporting on delivery, value realisation, benefits, budget, risks and key decisions.
  • Coordinate architecture validation, solution development, testing and operationalisation against agreed milestones.
  • Align project managers, business owners, IT teams and external integrators on cross-project priorities and required decisions.
  • Drive stakeholder engagement, communication, change management and adoption of the program’s outcomes.

Your profile

Essential skills

  • Bring at least five years of demonstrable experience as a Program Manager, including accountability for integrated delivery across multiple projects.
  • Have delivered at least one cloud data platform modernisation project valued at €1 million or more and/or involving at least 20 FTE.
  • Apply project management techniques for risk management, issue management, scope control, planning, resource coordination and budget follow-up.
  • Understand modern data mechanisms, including compute, storage and FinOps, well enough to structure decisions with technical teams.
  • Bring experience in the energy sector and the ability to connect business priorities with data and IT delivery.
  • Communicate clearly, structure complex information and present decisions to senior stakeholders, while remaining organised, flexible and effective under pressure.

Preferred skills

  • Experience with data governance and data quality, data product approaches, data migration, and legacy data flows and reports.
  • Familiarity with AI developments, Enterprise Architecture, scope management, budget management, change management and stakeholder engagement.
  • Around two years of experience in the energy sector.
  • A project or program management certification such as PRINCE2, PMP, PgMP or MSP.

  • French: very good spoken and written proficiency, approximately CEFR C1.
