This Program Manager role supports a vocational education and training network with five training centres and 24 campuses. The programme is defining a shared IT and data target operating model for 2029, including the governance arrangements and transformation roadmap needed to align autonomous entities. It combines senior programme leadership with the development of an IT Governance Framework and an IT Operating Model that can be adopted across the network.
The mission
The organisation is moving from separate organisational interests towards a coordinated future model for IT and data. The work covers governance, operating model design, centralisation decisions, financial business cases and a portfolio-level view of interdependent workstreams. The target state must be practical, financially substantiated and supported by the entities involved, rather than being a purely conceptual design. The programme is expected to run over multiple years, subject to approval of successive work packages.
As Program Manager, you hold end-to-end responsibility from mobilisation through knowledge transfer. You establish and facilitate the project and governance structure, prepare steering committees, and provide decision-makers with the information required to resolve strategic questions. You coordinate the workstreams and maintain control of scope, planning, dependencies, risks and quality. Your output includes an integrated decision dossier and a transformation roadmap towards 2029.
Your responsibilities
- Direct the programme from initiation to handover, maintaining alignment between all workstreams and agreed strategic outcomes.
- Establish the project, governance and steering structure required for effective decision-making across the participating entities.
- Align stakeholders around the future IT and data model, including decisions concerning centralisation, responsibilities and organisational boundaries.
- Develop the integrated decision dossier, financial business cases and transformation roadmap that support approval and implementation.
- Control scope, schedule, dependencies, risks, issues and quality across the programme portfolio.
- Facilitate steering committees, working sessions and knowledge transfer so that decisions are documented and ownership is maintained.

Essential skills
- Bring senior-level experience in MSP program management, with accountability for complex programmes from mobilisation through handover.
- Design and align an IT Operating Model and IT Governance Framework across autonomous entities with different priorities.
- Build financial business cases that support centralisation, investment and operating model decisions.
- Apply portfolio management to dependencies, sequencing and priorities across multiple workstreams.
- Use PRINCE2 programme governance principles to structure delivery, controls and decision-making.
- Lead public sector transformations or comparable multi-entity organisational change programmes.
- Apply disciplined risk management to identify, assess and mitigate programme-level risks and dependencies.
- Practise structured stakeholder management, including consensus building with senior decision-makers and autonomous organisations.
- Translate strategic direction into practical transformation roadmapping, with clear deliverables, decisions and implementation steps.
