A Flemish public sector organisation responsible for energy and climate policy is expanding its IT function to coordinate a platform and data transformation. The programme includes new platforms for subsidies, enforcement and company reporting, a new data environment, and the migration and application modernisation of legacy energy-performance systems, requiring a senior IT transformation programme manager with change management experience across infrastructure, ITSM and SIEM projects.
The mission
The organisation is moving from separate legacy applications towards a more coherent platform landscape and data environment that supports policy execution, operational processes and reporting. The portfolio includes the Energieprestatiedatabank for EPC and EPB information and Expertbase, alongside related infrastructure and software development programmes that must be governed consistently. This work changes how public services are delivered and how energy and emissions data are managed across the administration.
As senior programme manager, you will set direction and governance across related projects, align delivery teams and stakeholders, and connect technical decisions with organisational change. Your scope includes roadmap and dependency management, risk and issue control, delivery reporting and the adoption of Agile ways of working. You will also guide project managers and transfer expert knowledge into the organisation's programme and project practices.
Your responsibilities
- Establish and maintain an integrated roadmap for platform implementation, data transformation, migration and legacy application modernisation.
- Coordinate infrastructure, software development, ITSM and SIEM projects so that dependencies, decisions and delivery outcomes remain aligned.
- Control programme risks, issues, dependencies and governance reporting, giving stakeholders a clear basis for decisions.
- Lead change management activities that support new processes, platforms and Agile collaboration across the organisation.
- Coach project managers and strengthen consistent programme and project management practices.
- Translate technical progress into concise updates for management, business owners and delivery teams.
Your profile
Essential skills
- Brings at least 15 years of experience in infrastructure or software development projects, including at least 8 years leading programmes in these environments.
- Has at least 5 years of practical change management experience in complex IT or organisational change initiatives.
- Has delivered ITSM projects and SIEM projects, with at least 4 years of experience in each area.
- Can lead senior stakeholders, structure decisions and keep multiple delivery streams connected to measurable programme outcomes.
- Can communicate expert programme management knowledge clearly and apply it to infrastructure, development and transformation portfolios.
Preferred skills
- Understands the Flemish government context and its shared services, including the operating environment around the Flemish administration.
- Has experience with Azure cloud in public-sector or enterprise platform environments.
- Coaches project managers and supports their development through structured feedback and knowledge transfer.
- Uses project management techniques and tools for risk management, issue management, dependency tracking and governance reporting.
- Applies ITIL and understands PRINCE2 or PMBOK terminology, roles and processes, ideally supported by certification.
- Works with Agile, Scrum or MSP programme management methodologies, ideally supported by certification.
- Has led platform and data transformation, including migration and modernisation of legacy applications.
