A Flemish public-sector organisation is standardising delivery across a portfolio of infrastructure and software development initiatives. This senior programme management role combines hands-on programme management across infrastructure and development projects with PMO implementation, using Jira and Confluence to give internal and external teams consistent governance, reporting and capacity planning.
The mission
The programme brings together parallel infrastructure projects and development projects within public administration in Flanders, a regulated setting where consistent delivery controls matter. It is establishing a common way to control scope, budget, risk, planning and delivery quality across the portfolio. The PMO will support portfolio management, review cadences and prioritisation based on available capacity.
You will lead projects and the wider programme while staying in direct contact with the teams delivering the work. Your scope covers cross-project coordination, standardised progress reporting, portfolio prioritisation and capacity allocation, and the rollout of a shared PMO operating model. You will coach internal project leaders and the PM layer so the working method becomes part of normal delivery practice.
Your responsibilities
- Direct infrastructure and development programmes, aligning scope, budget, risks, planning and deadlines across internal and external teams.
- Establish and roll out a PMO operating model with shared templates, reporting standards, and clear review and quality cadences.
- Prioritise the portfolio and allocate capacity across parallel initiatives, making dependencies and trade-offs visible.
- Govern cross-project delivery through Jira and Confluence, producing consistent progress information for decision-makers.
- Apply project and governance maturity frameworks, such as CMMI or equivalent, and track progression within the organisation.
- Coach project leaders and delivery teams through adoption and change, embedding the approach rather than operating as a detached staff function.
Your profile
Essential skills
- Bring at least 10 years of project management experience in infrastructure or software development, including at least 5 years leading programmes.
- Lead multiple internal and external teams with a hands-on style and direct contact with delivery teams.
- Have set up and rolled out a PMO operating model in a public-sector or regulated organisation of comparable scale and complexity.
- Apply portfolio management, prioritisation and capacity allocation across concurrent projects.
- Demonstrate progression against project and governance maturity frameworks, such as CMMI or equivalent, within one organisation.
- Use Jira and Confluence confidently, with at least 5 years of practical experience.
- Coach an existing team and guide organisational change in a structured, practical way.
- Hold PRINCE2, PMBOK, PMI or ITIL certification, with the certificate available for submission.
Preferred skills
- Use MS Excel, MS Project, PowerPoint and Power BI for planning, reporting and portfolio insight, with 5 years of Power BI experience.
- Apply risk management and issue management techniques, and work with Scrum, SharePoint or SQL Developer.
- Understand PM methods such as PRINCE2 and PMBOK, programme methods including Agile, Scrum or MSP, and ITIL terminology.
