A Belgian public sector organisation is extending its Automatic Number Plate Recognition (ANPR) programme to support road safety, using intelligent cameras and connected data sources to compare vehicle plates with records such as stolen vehicles and area access rules. This senior IT project manager role coordinates several initiatives in the Traffic pillar, combining IT project management, roadmap development, and delivery tracking through JIRA and Confluence.

The mission

The ANPR ecosystem brings together camera connections, network provisions, recognition services and information sources used in operational road-safety processes. The programme sits within the federal public sector's information and ICT environment, with a multidisciplinary team of internal and external specialists including IT architects, business and functional analysts, software engineers and core users. The work turns strategic priorities into documented, governed capabilities that support safer and more consistent road policing.

As ANPR project manager, you will manage several projects from validated scope and planning parameters through implementation and handover to the run team. You will coordinate business analysts and development teams, manage suppliers and dependencies, and report transparently on status, decisions, risks, issues and mitigation measures. You will also define a shared vision and phased roadmap for the Traffic theme, while supporting change management, user training and knowledge transfer.

Your responsibilities

  • Establish and control project scope, budgets, schedules, milestones and deliverables so approved initiatives remain aligned with priorities and capacity.
  • Translate the Traffic vision into a sequenced roadmap, making dependencies, technical constraints and decision points visible to stakeholders.
  • Identify project risks, bottlenecks and quality requirements, then implement mitigation and quality management measures that protect delivery outcomes.
  • Align IT architects, analysts, software engineers, core users, suppliers and other public-sector partners around decisions, actions and expected results.
  • Govern vendor management and project reporting in JIRA and Confluence, maintaining status views, decision logs, project documentation and reusable knowledge.
  • Support change management, user training and transition to operations, ensuring new capabilities are understood, documented and ready for adoption.

Your profile

Essential skills

  • Bring at least 10 years of hands-on experience in IT project management for technically complex projects, including experience in the public sector.
  • Manage budgets, plans, scope, milestones and deliverables with a structured, data-informed approach.
  • Develop an overarching vision and roadmap while balancing strategic priorities, technical capacity and inter-project dependencies.
  • Apply risk management and quality management methods, with strong analytical and problem-solving ability.
  • Use JIRA and Confluence for project follow-up, reporting, decision logging and knowledge management.
  • Demonstrate stakeholder management and vendor management skills across internal teams, suppliers and public-sector partners.
  • Communicate clearly in writing and conversation, take initiative, and handle sensitive police information with discretion and integrity.

Languages

  • Dutch: C2/native level, or B2 or higher in passive comprehension when French is the native language.
  • French: C2/native level, or B2 or higher in passive comprehension when Dutch is the native language.
