A Belgian public-sector justice programme coordinates the organisational and digital processes behind fines and other financial penalties, reducing administrative work across Justice, police and the wider criminal-justice chain. As a Project Manager, you will lead IT initiatives covering the Crossborder Directive revision, Road Code revision, and Incoming and Outgoing Certificates. The role combines Agile project management with Jira and Confluence, plus data flow mapping across national and European partners.
The mission
Since 2017, the programme has digitised information processing and the financial execution of penalties, aiming to accelerate fine processing and improve public services. The 2026 scope covers the Crossborder Directive revision, Road Code revision, and Incoming and Outgoing Certificates. It includes information exchange between the Federal Public Service Mobility, Public Prosecution Service, police, other justice partners and EU member states. For IFC and OFC, you will assess connection to the European eCodex platform for receiving IFC and sending OFC.
You own IT project management in the justice sector, from solution definition through implementation. You turn business needs into plans covering deliverables, milestones, resources, budget, validation and acceptance, while monitoring quality, performance, scope and deadlines. You coordinate delivery teams and partners, propose adjustments when constraints or requests affect quality, cost or schedule, and keep management informed. Your work connects legal and operational requirements to usable digital services for the criminal-justice chain.
Your responsibilities
- Lead IT projects from solution definition through implementation, with clear deliverables, milestones, resource plans and validation criteria.
- Align courts and tribunals, public prosecution, police, regional authorities, the Federal Public Service Mobility and other partners around scope, expectations and decisions.
- Control scope, budget, risks and change requests, forecasting deviations and proposing adjustments to quality, cost or schedule.
- Map and optimise data flows, assigning ownership for data entry and management while considering data security, accuracy and legal compliance.
- Monitor legal deadlines for the Crossborder Directive and Road Code projects, escalating slippage and coordinating corrective action.
- Report progress, financial status, risks and decisions through meetings, dashboards and documentation maintained in Jira, Confluence and Microsoft Office.
Your profile
Essential skills
- Bring at least 5 years of project management experience, including responsibility for full IT project lifecycles.
- Apply PRINCE2 and Agile methods in analytical project management and management control.
- Demonstrate stakeholder management across public-sector bodies with different or competing interests.
- Manage budgets, risks, scope, change requests, validation and acceptance against agreed deadlines.
- Use Jira, Confluence and Microsoft Office for project planning, information exchange and reporting.
- Communicate clearly in Dutch and French through meetings, reports and stakeholder updates.
