A Belgian public safety organisation is managing an automatic number plate recognition ecosystem, known as ANPR, to support road safety operations across Belgium. As an ANPR project manager in the Traffic workstream, you will lead the GDM (Gatso Device Manager, also known as Speedmanager) project, combining IT project management, budget and planning management, stakeholder coordination, and change management. The work covers fixed speed cameras and mobile radar devices, from scoping and roadmap development through implementation and hypercare.
The mission
The ANPR programme sits within the organisation's information and ICT function, responsible for information management policies, technical standards, and communication systems. Intelligent cameras identify vehicle number plates and compare them with data about stolen or reported vehicles and access restrictions. GDM belongs to this sensor ecosystem and supports the Traffic pillar, where reliable device management contributes to road safety. The project will define the target model, monitoring approach, and quality controls for this part of the operation.
As Project Manager, you own the GDM project structure, scope, milestones, deliverables, budget, dependencies, and reporting. You work with business analysts to assess information critically, move from AS IS to TO BE, and coordinate internal stakeholders, external partners, and vendors. You will prepare communication and change plans, maintain decision and action logs in JIRA and Confluence, and report risks, bottlenecks, alternatives, and mitigation measures. Following implementation, you support hypercare and transfer procedures, documentation, and responsibilities to the run organisation within a multidisciplinary team of internal and external contributors.
Your responsibilities
- Define and control the GDM scope, milestones, deliverables, budget, and planning baseline so delivery follows validated parameters.
- Build risk management and quality management plans, track dependencies and bottlenecks, and ensure mitigation measures are implemented.
- Lead business analysts on shared topics and turn validated findings into an actionable AS IS to TO BE plan, including the monitoring tool.
- Align internal stakeholders, external partners, and vendors through stakeholder management forums, communication plans, and change management activities.
- Report status, decisions, actions, risks, and alternatives in JIRA and Confluence, then prepare run handover, hypercare, procedures, and project documentation.
Your profile
Essential skills
- Bring at least five years of hands-on experience in IT project management for technical projects, including scope, planning, budget, and dependency ownership.
- Apply experience in the public sector, with formal governance, sensitive information, and institutional stakeholders.
- Develop a clear vision and roadmap for device management or comparable operational technology.
- Use JIRA and Confluence for project tracking, decision logging, documentation, and knowledge management.
- Coordinate stakeholder management, vendor management, and change management across internal and external parties.
- Work proactively and analytically, communicate complex topics clearly, support data-based decisions, and handle sensitive police information with discretion and integrity.
