A public-sector technology operator supports digital services used by administrations and institutions across French-speaking Belgium. Within a public-sector application programme, this technical Scrum Master role combines Agile facilitation with enough Java and Angular knowledge to support technical decisions and development discussions. The stack includes Angular 21 with Material, Java/Spring Boot, REST/OpenAPI, DB2/MySQL and Docker-based CI/CD.
The mission
The programme runs from mid-November 2026 through the end of 2027 in a Belgian public-sector application environment. The team works across Java/JEE/Spring Boot services and Angular 21 with Material interfaces, REST/OpenAPI APIs, DB2/MySQL data stores, and automated GitLab CI/CD with Docker. IndexedDB/Dexie, Service Worker, JUnit and Mockito are also part of the delivery landscape, supporting offline browser capabilities and software quality.
Your primary scope is to keep the Scrum team aligned and delivery flow transparent. You will work with developers, functional analysts, testers, a Technical Lead, Product Owner, project managers and other stakeholders. You will make technical constraints, dependencies, risks and quality visible in planning, without replacing the Technical Lead. When required, you will help developers discuss issues across Java, Angular, REST/OpenAPI, SQL and CI/CD.
Your responsibilities
- Facilitate daily meetings, sprint planning, reviews and retrospectives so each ceremony produces clear decisions and next steps.
- Remove impediments and coordinate dependencies between the Scrum team, Product Owner, Technical Lead and stakeholders.
- Improve delivery predictability by tracking velocity, burndown, quality indicators and other relevant team metrics.
- Help the Product Owner prioritise the backlog while ensuring technical constraints, risks and maintenance work are represented.
- Reinforce the Definition of Done through effective testing, code quality practices and reliable GitLab CI/CD with Docker.
- Build team autonomy through feedback, Agile coaching, transparent communication and knowledge sharing across Scrum teams.
Your profile
Essential skills
- Apply Agile Scrum practices confidently, adapt them to context and coordinate work across multiple teams.
- Operate at medior level as a technical Scrum Master in a software development environment.
- Understand Java/JEE/Spring Boot and Angular 21 with Material well enough to support technical conversations and estimates.
- Work with REST/OpenAPI APIs, SQL, DB2/MySQL, IndexedDB/Dexie and Service Worker concepts.
- Understand JUnit/Mockito, Git/GitLab and CI/CD with Docker, and use iceScrum or an equivalent tool.
- Use velocity, burndown and quality indicators to identify improvement actions and follow them through.
- Communicate clearly in French, facilitate decisions, remove obstacles and guide teams with diplomacy and active listening.
