A public-sector organisation is running the FUTURO programme to restructure legal data in Eunom-e and establish a Legal Governance & Topic Management platform. The programme converts litigation, lessons learned, operational observations and new regulations into defined topics, actions, owners, deadlines and management reporting. As a Senior Business Analyst, you will connect legal services, IT and management through requirement gathering, BPMN process modelling and workshop animation.
The mission
FUTURO consists of two connected workstreams. The first examines current processes and pain points in Eunom-e, then improves legal data governance by standardising classifications, codifications and mandatory fields so dashboards and management reports support trend detection, risk analysis and topic identification. The second introduces a uniform lessons-learned process twice a year and a governance model for classifying local and cross-service topics. Open topics, overdue actions and escalations will be followed through the relevant consultation bodies.
Your scope covers the path from business need to IT handover across a programme with a maximum duration of 12 months. You will analyse the needs of legal stakeholders and management, map business requirements, and produce clear functional and technical specifications. Your analysis will make ownership, status, deadlines and escalation visible across services. You will work in an Agile context, using BPM, BPMN process modelling, data-flow diagrams and Visio to make processes and decisions understandable to subject-matter experts and IT colleagues.
Your responsibilities
- Analyse legal processes, pain points and data flows in Eunom-e to define improvements that support reliable reporting.
- Standardise classifications, codifications and mandatory fields to improve the quality and reuse of legal data.
- Design the lessons-learned and topic-management workflow, linking each topic to an owner, action, deadline, status and escalation path.
- Lead business-IT workshops for requirement gathering, resolve differences between stakeholders and confirm documented decisions.
- Translate business requirements into functional analysis, technical specifications and a complete handover for IT delivery.
- Coordinate cross-service governance reporting on open topics, overdue actions, trends and risks.
Your profile
Essential skills
- Bring at least 7 years of experience in a similar Business Analyst position, covering business analysis and requirement gathering.
- Apply Agile ways of working and BPM/BPMN process modelling, including workflows and data-flow diagrams.
- Facilitate business-IT workshops with multiple stakeholders and align requirements into documented decisions.
- Apply stakeholder management across legal services, IT and management, balancing interests and reporting clearly at all levels.
- Use Visio to produce clear process and information-flow diagrams.
- Understand data governance, data-quality controls, system integrations and the software development lifecycle.

Education
