A major Belgian hospital is modernising its hospital information system through an enterprise rollout of Epic, with this assignment focused on migrating Patient Admission, Discharge and Transfer (ADT) workflows to Epic Prelude. The senior business analyst / consultant will combine functional analysis, business modeling, business process management and enterprise architecture expertise to assess Belgian requirements, define the target model and produce a migration plan for hospital ADT workflows.
The mission
Over six to eight weeks, the work will cover admissions from Emergency, Inpatient, Day Hospital and Outpatient Clinics, together with billing and invoicing dependencies. The assignment is an Epic Prelude functional analysis and feasibility study that must account for RIZIV/INAMI rules, eID and ISI+ identity checks, MyCareNet eligibility flows, mutual insurance organisations, and eHealth or regional health information exchange connections. Epic Prelude and Grand Central capabilities will be assessed alongside HL7 v2/v3, FHIR and custom API integration options. The target design must fit the legal, insurance and interoperability environment in Belgium and the wider Belgian healthcare sector.
You will lead workshops with admissions management, administrative and clinical stakeholders, IT leadership and Epic product specialists. Your scope runs from documenting current-state business rules to modelling target workflows, identifying fit/gap items, evaluating mitigation options and isolating critical dependencies for cut-over. The assignment concludes with a functional analysis dossier, a feasibility matrix and a phased migration plan covering dual-run management, data remediation, conversion and business continuity.
Your responsibilities
- Map current and target end-to-end ADT workflows across emergency, inpatient, day hospital and outpatient operations to establish a validated target blueprint.
- Compare Belgian legal and operational requirements with native Epic Prelude capabilities to produce an actionable fit/gap and feasibility matrix.
- Specify identity, insurance and health information exchange requirements, including MyCareNet insurance eligibility workflows, eID, ISI+, HL7, FHIR and API integrations.
- Coordinate with Epic Prelude and Grand Central specialists to assess the Belgian localisation package and define suitable integration or middleware options.
- Prioritise emergency admissions, patient identity tracking and census monitoring flows, then define business continuity measures for each critical dependency.
- Deliver the migration and cut-over roadmap, including phasing, dependency mapping, dual-run management, data remediation and conversion recommendations.

Essential skills
- Bring senior experience in Belgian hospital operations, including patient admission standards, RIZIV/INAMI regulations and insurance eligibility mechanisms.
- Apply analytics and business modeling to assess process performance, requirements, business rules and operational dependencies.
- Evaluate enterprise architecture and integration feasibility across major PAS/EHR implementations or hospital information system migrations.
- Use practical knowledge of MyCareNet, eHealth connectors, eID or ISI+ solutions, HL7 v2/v3, FHIR and API-based integration.
- Facilitate workshops with administrative, clinical, technical and vendor stakeholders, and convert findings into clear decisions.
- Produce executive summaries, target blueprints, fit/gap recommendations and migration roadmaps for senior leadership.
