This senior business analyst role in public social security combines requirements analysis and process analysis from stakeholder needs through implementation with coaching and training employees as an internal business analysis capability is established.
The mission
The role sits in a central analysis and coordination function, connecting teams responsible for unemployment benefit payments with IT, PMO, strategy and management. The organisation is defining consistent ways to understand, prioritise and govern business requirements across core services and digitalisation work. The analysis must improve efficiency, quality and automation while remaining feasible in a public-sector setting.
You will work end to end on initiatives, from understanding the business need and analysing existing processes to validating the solution and supporting implementation. Your outputs will include user stories, functional and non-functional specifications, acceptance criteria and process models. Alongside project delivery, you will establish practical business analysis standards and help subject-matter experts develop into an autonomous internal team.
Your responsibilities
- Translate stakeholder needs into prioritised business requirements, user stories, specifications and acceptance criteria.
- Analyse existing business processes and model improved workflows that increase efficiency, quality and automation.
- Align business requirements with IT constraints, strategic objectives and governance decisions, keeping dependencies visible across initiatives.
- Use workshop facilitation and stakeholder management to create shared understanding during scoping, validation and decision-making sessions.
- Establish lightweight business analysis standards, tools and quality controls that improve consistency and traceability.
- Coach and train employees through mentoring, feedback and knowledge transfer, helping subject-matter experts develop into business analysts.
Your profile
Essential skills
- Bring confirmed senior experience in business analysis and requirements within complex organisations, ideally with exposure to public-sector or social-security operations.
- Apply requirements elicitation, process modelling, business process analysis and prioritisation to produce clear, traceable outputs.
- Demonstrate coaching and training experience, including mentoring colleagues and transferring practical analysis skills.
- Work pragmatically and hands-on, moving between strategic overview and operational detail.
- Present a concise approach covering collaboration, delivery phases, governance, priorities and knowledge transfer.
