A new federal migration administration is being designed to bring asylum, reception, legal migration, return and related appeal services under one structure, supported by horizontal ICT services. This senior ICT governance and strategy consultant role will assess current ICT capabilities across the existing public-sector organisations, compare strategic scenarios, and define a target operating model and enterprise architecture. The assignment focuses on ICT governance, business and operations modelling, and a practical roadmap for a six-month strategy and transition exercise.
The mission
The work covers a complex federal public-sector landscape with shared infrastructure, networks, workplace services, security, integration platforms, business applications and data-dependent processes. You will analyse three main operating models: full use of existing shared services, the transfer or combination of selected ICT capabilities, and continuation of the current arrangements. The analysis must consider service quality, budgets, staffing, organisational autonomy, core competencies and continuity for public bodies, local administrations, reception partners and other external stakeholders.
You will lead the AS-IS assessment and translate the findings into a decision framework, target enterprise architecture and transition direction. Your scope includes defining shared services, recommending appropriate subsidiarity levels, mapping governance and accountability, identifying capability risks, and prioritising projects that should be redirected or started quickly. The effective implementation of the selected scenario is outside this assignment, which is focused on strategic analysis, design and preparation.
Your responsibilities
- Establish the AS-IS view of ICT services, capabilities, dependencies, data flows and governance across the organisations involved.
- Analyse and map strategic scenarios, including their organisational, budgetary, operational and competency impacts.
- Design the target enterprise architecture and a strategy map aligned with the future migration administration and its service model.
- Define ICT governance arrangements, decision rights, accountability, service-level expectations and organisational boundaries.
- Develop the business and operations model for shared services and recommend the appropriate subsidiarity level for infrastructure, security, applications, data and integration.
- Deliver the roadmap, transition options and prioritised project inventory within the six-month assignment.
Your profile
Essential skills
- Senior consulting experience in ICT governance, organisation design or technology and business digital strategy.
- Ability to analyse and map strategic scenarios, evaluate advantages and disadvantages, and present clear recommendations to senior stakeholders.
- Strong business and operations modelling capability, with an understanding of service ownership, budgets, staffing and service levels.
- Enterprise architecture expertise, including the ability to produce a credible target architecture and connect it to organisational choices.
- Experience defining governance models, roles, responsibilities, decision rights and accountability across multiple public or complex organisations.
- Ability to facilitate workshops, reconcile competing interests and communicate structured conclusions in clear reports.
