A Belgian public-sector organisation is implementing and operating European border-management systems, including the European Entry/Exit System (EES), VIS, SIS and ETIAS, together with business intelligence platforms connected to the Belgian National Message Broker. As Senior Project Manager, you will govern large-scale IT delivery across Belgian authorities, technical partners and European institutions, with direct oversight of DevOps, ELK observability and Power BI reporting.
The mission
The portfolio combines European large-scale IT systems with national interoperability components and BI services supporting border and security operations. Its technical landscape includes Linux and Windows Server environments, Docker-based deployments, APIs, hybrid cloud components, and ELK tools for ingestion, monitoring and analysis. Delivery must satisfy GDPR, NIS2, European Union requirements, security audits and operational-readiness criteria. The programme therefore needs governance that keeps scope, budget, planning, risks and resources aligned across several organisations.
Your day-to-day scope covers project governance, delivery planning, stakeholder coordination and operational preparation. You will establish reporting mechanisms, coordinate Belgian authorities, technical partners and European institutions, and track decisions across the programme. You will supervise integrations between European systems and national platforms, including testing, deployment preparation and readiness for live operations. You will also translate business needs into KPIs, executive and operational dashboards, while maintaining data quality and observability through the ELK Stack.
Your responsibilities
- Govern scope, budget, planning, risks and resources to maintain controlled delivery across the programme.
- Coordinate authorities, technical partners and European institutions, ensuring decisions, dependencies and actions are visible.
- Direct integration, testing, operational-readiness activities and deployments across European and national platforms.
- Define BI strategies and KPIs that convert operational requirements into useful analysis and executive reporting.
- Oversee Elasticsearch, Logstash and Kibana usage for ingestion, monitoring, anomaly detection, trend analysis and performance.
- Maintain compliance and security oversight across GDPR, NIS2, European Union requirements, audits and evaluations.
Your profile
Essential skills
- Bring at least 10 years of IT project management experience, including responsibility for scope, budget, schedule, risks and resources.
- Understand EES, SIS, VIS, ETIAS and interoperability components within European large-scale IT systems.
- Apply DevOps practices across Docker, Linux, Windows Server, APIs, hybrid cloud and CI/CD environments.
- Use the ELK Stack, including Elasticsearch, Logstash and Kibana, for observability, reporting and data analysis.
- Work with Power BI to define KPIs, dashboards and data governance practices. Experience with Enterprise Vault or equivalent secrets-management tooling is required.
- Communicate clearly with senior stakeholders and coordinate multiple organisations in regulated or security-sensitive environments.
