A public-sector organisation serving citizens in Wallonia is expanding the Business Intelligence capabilities of a citizen-facing digital services platform, bringing together usage, service and operational data from Oracle/Alfresco databases, Excel files, helpdesk reporting and web analytics. As a medior Business Intelligence Specialist in Power BI, you will use SQL and DAX to design a data warehouse and semantic layer, then turn consolidated data into reports and dashboards for internal decision-making.
The mission
The project is establishing a proof of concept for a decision-support information system for a small group of internal users. It will support analysis of account volumes, logins, forms started and submitted, digitalisation rates, online procedures, service-channel distribution and, later, user satisfaction. Inputs include Oracle/Alfresco application databases, helpdesk emails and reports, Excel files from business units, Matomo and Google Analytics, web statistics, and the IODDA API. Existing Excel and SAP BusinessObjects reports will also be reviewed, with the reporting environment intended to serve digital public services across the Walloon Region.
Your work will cover the full data path, from source analysis and business knowledge capture to transformation, loading and reporting. You will refine a conceptual and star-schema model, build ETL processes and a decision database, and create semantic layers, dashboards and alerts in Power BI. The initial POC will run in Power BI Desktop, with a later extension towards shared infrastructure, cloud or local deployment, in collaboration with data and service teams.
Your responsibilities
- Analyse and rationalise business concepts and source structures so that metrics can be compared consistently across services.
- Design and evolve the decision database, including conceptual and star-schema models, semantic layers and data warehouse structures.
- Build ETL pipelines with SQL, SSIS, Azure Data Factory and related tools to extract, transform and load data from operational sources.
- Develop Power BI reports and dashboards using DAX, and make key indicators available for internal reporting and alerting.
- Validate outputs with stakeholders, document data definitions and integration procedures, and prepare the POC for industrialisation.
Your profile
Essential skills
- Bring medior-level experience in Business Intelligence, data warehousing, reporting or a closely related role.
- Translate business knowledge into data models, semantic layers, KPIs and usable reports, with experience formalising concepts from business stakeholders.
- Design and implement data warehouses and data integration architectures, including ETL processes and destination databases.
- Develop with SQL and DAX, and work with Python, PowerShell, Jenkins and SSMS for data processing, automation and database administration.
- Use Power BI, SSIS, SSAS, SSRS, Azure Data Factory and SAPBI to build or maintain BI solutions.
- Analyse complex source documentation and existing reports, identify data consolidation needs, and explain trade-offs clearly.
- Work autonomously, plan priorities, test pragmatically and collaborate closely with technical and business stakeholders.
- Communicate clearly in writing and verbally, listen actively, synthesise detailed information and remain constructive when requirements evolve.
