A public-sector organisation in the Walloon Region is expanding the analytical capabilities of a citizen-facing digital services platform serving users across Wallonia. The role focuses on consolidating data from application databases, helpdesk records, business Excel files, web analytics and APIs into a decision database, then using Power BI and ETL processes to produce operational reporting. As a Business Intelligence Specialist, you will work on a proof of concept that can later be extended into an industrialised data warehouse and reporting service.
The mission
The organisation currently has usage and service data spread across Oracle/Alfresco, support channels, spreadsheets, web analytics tools such as Matomo and Google Analytics, and APIs. The project will create a single analytical foundation for measures such as account volumes, logins, digital adoption rates, submitted forms, online service activity and user satisfaction indicators. The initial delivery is a Power BI Desktop proof of concept, with possible deployment on the organisation's local or cloud infrastructure.
Working with internal stakeholders and data owners, you will clarify business concepts, assess source quality and define how data should be consolidated. Your scope covers the full ETL flow, from extraction and transformation to loading a dimensional database, then creating semantic layers, reports, dashboards and KPI views for a limited set of internal users. You will also document the model and prepare the solution for later automation and integration with additional internal and public web services.
Your responsibilities
- Model the decision database using conceptual and star-schema approaches, so measures can be combined consistently across source systems.
- Integrate application, support, spreadsheet, web analytics and API data into a coherent analytical model.
- Build data warehouse and ETL processes that extract, transform, validate and load data into the destination database.
- Deliver Power BI reports and dashboards, semantic layers, KPIs and initial alert views that internal users can apply in reporting.
- Validate data definitions and outputs with business stakeholders, resolving inconsistencies between existing Excel and BI reports.
- Document source mappings, loading procedures and design decisions, and prepare the proof of concept for automated deployment on local or cloud infrastructure.
Your profile
Essential skills
- Bring medior-level experience in business intelligence, data warehousing or data integration, with responsibility for complete analytical deliveries.
- Capture and formalise business knowledge, then translate it into semantic layers, data models and reports that users can understand.
- Design data integration architecture across Oracle, MySQL/MariaDB, SQL Server and PostgreSQL.
- Develop data warehouses, dimensional models and ETL workflows, including filtering, joining, aggregation and format conversion.
- Use SQL Server Management Studio, SSIS, Power BI, Azure, Python, SAS and SOAPUI for development, analysis or integration work.
- Analyse complex information, communicate clearly in writing and meetings, and work autonomously while collaborating with data owners and delivery teams.
- Plan work against priorities, challenge unclear assumptions constructively and remain effective when source data or requirements are incomplete.
