A public sector organisation serving digital services across the Walloon region is consolidating data from a citizen-facing online services platform, helpdesk channels, web analytics and operational activity. This medior Business Intelligence Specialist role focuses on building a data warehouse, ETL flows and Power BI reporting, starting with a proof of concept and extending it towards an operational decision-support service for public services in Wallonia.
The mission
Current reporting draws separate views from account volumes, logins, started and submitted forms, digitisation rates, digital transactions, helpdesk questions, portal visits and service-channel distribution. The project will connect Oracle and Alfresco application data, Excel files, Matomo or Google Analytics statistics, APIs and future web services, then transform and load relevant data into a decision database. The result will support cross-source analysis, KPI calculation, statistics, dashboards and alerts for a small group of internal users. The first delivery is a Power BI Desktop proof of concept, with later extension to shared cloud or local infrastructure.
Your day-to-day scope covers data discovery, business analysis, conceptual and star-schema modelling, ETL development and BI delivery. You will capture and formalise business knowledge, reconcile source schemas with existing Excel and SAP BusinessObjects reports, and implement consistent definitions in data models, universes and reports. You will document the solution and prepare automated loading and integration with the organisation's data warehouse environment, including sources made available through Azure or AWS.
Your responsibilities
- Model the decision database and star schema so that data from application, service and business sources can be analysed consistently.
- Build ETL pipelines that extract, filter, merge, aggregate and format data before loading the destination database.
- Deliver Power BI reports, dashboards, KPIs, statistics and alerts that support operational and management reporting.
- Translate stakeholder knowledge and reporting needs into documented data definitions, reusable models, universes and reports.
- Extend the POC towards an industrialised solution by automating source integration and loading procedures on cloud or local infrastructure.
Your profile
Essential skills
- Translate complex business concepts and reporting requirements into practical data models and BI outputs.
- Design and develop data warehouses using Oracle, MySQL/MariaDB, SQL Server, PostgreSQL and Azure SQL.
- Build Azure Data Factory ETL pipelines and work with SSIS, SSAS, SSRS, Power BI and Microsoft Fabric.
- Work across Python, C, C#, Java and SAS for programming and data-processing requirements.
- Apply data integration and architecture principles across Azure and AWS environments.
- Analyse detailed documentation and source schemas, communicate clearly in French, work autonomously, collaborate with stakeholders, and organise priorities pragmatically.
