A Walloon public sector digital services organisation is consolidating usage, operational and business data from a citizen-facing online services portal into a decision-support system. As a Senior Business Intelligence Specialist, you will model the data warehouse, build ETL flows with Power BI and Azure Data Factory, and convert disparate sources into semantic layers, reports and dashboards for internal users.
The mission
The initiative brings together portal database records from Oracle and Alfresco, helpdesk activity, Excel files from business units, web analytics from Matomo or Google Analytics, and data exposed through APIs. Future extensions include internal and public web services and user satisfaction indicators. The current data is distributed across sources and existing Excel and SAP BI reports, so the team is defining a consistent decision model and star schema. The initial deliverable is a proof of concept in Power BI Desktop, followed by industrialisation on the organisation's database and network infrastructure, in cloud or local environments.
You will work with service delivery, business and data stakeholders to clarify concepts such as forms, procedures and submissions, then connect sources and prepare data for analysis by a limited group of internal users. Your scope covers source assessment, semantic modelling, extraction, transformation and loading into a decision database, followed by KPI reporting, dashboards and alerts. The outputs will support cross-source analysis of account volumes, connections, submitted forms, digitalisation rates and channel usage. The role combines hands-on development with documentation, business knowledge capture and clear communication of assumptions and results.
Your responsibilities
- Translate business concepts and reporting needs into a documented dimensional model and semantic layer.
- Analyse database schemas, existing reports and source quality to identify the data required for reliable consolidation.
- Build and automate ETL pipelines that extract, filter, merge, aggregate and format data for the decision database.
- Develop data warehouse structures, loading procedures and data integration components across the available infrastructure.
- Produce Power BI reports and dashboards for KPIs, statistics, cross-source analysis and alerts.
- Document the proof of concept, design decisions and operating procedures to support future extensions and industrialisation.
Your profile
Essential skills
- Bring senior-level experience delivering business intelligence solutions from varied operational and business data sources.
- Work confidently with Oracle, MySQL/MariaDB, SQL Server and PostgreSQL databases, including data architecture and integration concerns.
- Develop with SSIS, SSAS, SSRS, Power BI, Azure Data Factory and SAP BI.
- Capture and formalise business knowledge, then implement it in semantic layers, database reports and dashboards.
- Apply Python, Matlab, C, C++, Java, HTML/CSS, JavaScript, PHP and R when required for development, integration or analysis.
- Understand dimensional modelling, star schemas, data warehouses and the full ETL lifecycle.
- Analyse complex information, synthesise findings, prioritise work and propose pragmatic solutions independently.
- Communicate clearly in writing and in meetings, while working constructively with stakeholders and technical teams.
