A major public infrastructure organisation in Belgium is delivering a long-term mobility and urban liveability programme around Antwerp, including the Oosterweel connection. This Senior Talent Acquisition Specialist role supports recruitment across engineering, construction, civil infrastructure and administrative teams, combining candidate sourcing, end-to-end recruitment and HR Business Partnering with work on Total Talent Management.
The mission
The organisation brings together public authorities, engineering disciplines, construction partners and other stakeholders to deliver infrastructure that changes how people move through the Antwerp region. Recruitment therefore covers both specialist profiles in a technical project environment and employees working within the administrative context of public procurement. The role contributes to workforce planning and to a talent strategy that considers capability before contract form.
As Senior Talent Acquisition Specialist in Belgium, you will own recruitment for payroll employees from intake through contract offer and advise HR Business Partners and hiring managers on the appropriate sourcing approach. You will also monitor candidate submissions and updates from the Managed Service Provider supporting external workforce recruitment. The assignment is planned at 0.4 to 0.5 FTE for one person, with a planned start around 1 October 2026.
Your responsibilities
- Own the end-to-end recruitment process for payroll positions, from intake and search strategy to offer, ensuring clear decisions and timely follow-up.
- Build and optimise candidate sourcing channels for technical and administrative vacancies, using direct search and other relevant approaches.
- Partner with HR Business Partners and hiring managers to define profiles, align recruitment strategy and maintain effective stakeholder management.
- Assess CVs and conduct first interviews, evaluating experience, motivation and cultural fit against the organisation’s way of working.
- Monitor the Managed Service Provider’s submissions for external workers, keeping recruitment stakeholders informed of progress and next steps.
- Deliver employer branding and internal mobility projects, write clear vacancy content with support from AI agents where useful, and improve the candidate journey through onboarding.
Your profile
Essential skills
- Bring at least 10 years of recruitment and selection experience, including at least 3 years with an employer in an engineering environment such as construction, civil engineering or infrastructure.
- Bring at least 3 years of recruitment and selection experience within the administrative context of public procurement.
- Apply candidate sourcing, end-to-end recruitment, Projectsourcing, talent acquisition, talent management and workforce planning as integrated capabilities.
- Advise HR Business Partners and hiring managers, define sourcing strategies and maintain clear stakeholder management throughout the process.
- Assess professional suitability and cultural fit while providing a consistent, respectful and well-structured candidate experience.
- Take ownership of recruitment projects and work with initiative, integrity and a collaborative approach.
Languages
- Dutch: C1 or higher, with very strong spoken and written communication.
Education
- Master’s degree required, preferably complemented by an additional master’s degree in Personnel Management.
