A public-sector digital services organisation in Brussels, Belgium, supports administrations and a public health and family-support agency across French-speaking Belgium, including Wallonia. The programme is adding three medior Java Angular developers to build and maintain applications for child health records, prenatal social follow-up, vaccination data, and appointment planning, using Angular 21, Java, and Spring Boot.
The mission
The public-sector portfolio supports professionals working with children from birth to age six, expectant mothers, and vaccination programmes. It includes new applications and maintenance of existing services, including an appointment tool that must continue to operate online, offline, or in degraded mode for field professionals. The service-oriented architecture combines Java 8/JEE 7 and Java 21 backends with Angular 21 frontends, NgRx, DB2, MySQL, Flyway, Apache Maven, GitLab CI/CD, and Nexus. The assignment is planned from mid-November 2026 through the end of 2027.
As a medior Java Angular developer, you will work across several applications according to each project's delivery and maintenance needs. You will design, implement, test, deploy, and evolve backend and frontend components, including REST/OpenAPI services, Angular Material interfaces, and offline capabilities built with IndexedDB, Dexie, and Service Worker. Your day-to-day work will involve technical leads, functional analysts, testers, developers, and Team Leads through Scrum ceremonies, technical discussions, and code reviews. Your changes will support reliable child records, appointment planning, prenatal follow-up, and vaccination workflows while reducing maintenance effort in existing applications.
Your responsibilities
- Shape technical designs with functional analysts and technical leads, identifying impacts and dependencies before implementation.
- Build and evolve Java backend services and Angular 21 frontend modules that meet defined functional and architectural standards.
- Deliver unit and integration tests with JUnit and Mockito, maintaining appropriate coverage for new and changed functionality.
- Package, deploy, and validate releases through Docker, GitLab CI/CD, Apache Maven, and Nexus across the required environments.
- Improve maintainability and performance through refactoring, code reviews, library and framework updates, and reduction of technical debt.
- Collaborate in Scrum ceremonies, communicate technical risks, document relevant changes, and share knowledge with the delivery team.
Your profile
Essential skills
- Develop end-to-end features using Java, Spring Boot, JPA, Angular 21, Angular Material, and NgRx.
- Design and consume REST APIs and maintain clear OpenAPI documentation.
- Work confidently with DB2 and MySQL databases, including schema changes managed through Flyway.
- Write effective unit tests with JUnit and Mockito and contribute to integration testing.
- Implement web functionality that remains usable online, offline, or in degraded mode with IndexedDB, Dexie, and Service Worker.
- Contribute to containerised CI/CD delivery using Docker, GitLab CI/CD, Apache Maven, and Nexus.
- Apply Clean Code principles, participate constructively in Scrum and code reviews, and communicate technical topics clearly in French.
