A technology organisation in the Belgian public sector is implementing a service-oriented application portfolio for French-speaking public services in Belgium, covering child development follow-up, prenatal social support and vaccination management. As an Application Architect / Technical Lead, you will shape and deliver Java and Angular 21 applications, combining application architecture, hands-on development and technical guidance across the programme.
The mission
The ZEPHYR programme includes three products: a case-management and appointment solution for children aged 0 to 6, a digital social file for expectant mothers, and a replacement vaccination platform with cross-service vaccination records and supply-chain follow-up. The landscape combines Angular 21, Angular Material, NgRx, Java 8/JEE 7 and Java 21, Spring Boot, JPA, DB2 and MySQL. Delivery follows SCRUM and a service-oriented architecture, with Apache Maven, Git/GitLab CI/CD, Nexus and Flyway supporting build, release and database changes.
The assignment is planned from mid-November 2026 through the end of 2027. You will own the technical coherence of the applications and the quality of the delivered code, turning functional requirements into architecture and technical designs, developing and reviewing modules, and validating tests and deployments. You will work with functional and business analysts, testers, project leadership and middleware specialists while coaching developers and reporting technical progress to the team lead.
Your responsibilities
- Define and maintain application architecture documents and decisions that keep modules coherent across the products.
- Translate functional dossiers into implementable designs using REST/OpenAPI, Spring Boot/JPA and appropriate data access patterns.
- Lead the development of Java and Angular modules, applying clean code, SOLID and DRY principles to maintainable deliverables.
- Improve response times and memory use through profiling, refactoring and targeted reduction of technical debt.
- Validate JUnit/Mockito test suites, Docker-based CI/CD deployments and application behaviour across execution environments.
- Coordinate code reviews, mentor developers and communicate risks, delivery status and technical decisions to project stakeholders.
Your profile
Essential skills
- Bring senior-level experience in application architecture and technical leadership for Java-based, service-oriented systems.
- Develop web interfaces with Angular 21 and Angular Material, including offline-capable patterns using IndexedDB, Dexie and Service Worker.
- Build backend components with Java, Spring, Spring Boot and JPA across Java 8/JEE 7 and Java 21 environments.
- Model and access data in DB2 and MySQL, and manage versioned schema changes with Flyway.
- Design and integrate REST services documented with OpenAPI.
- Automate build and delivery with Docker, Apache Maven, GitLab CI/CD and Nexus.
- Use JUnit and Mockito for unit testing, and improve maintainability through code reviews, refactoring, clean code, SOLID and DRY.
- Work effectively in SCRUM, explain technical decisions to non-specialists and coach developers towards consistent practices.
