A Brussels-based public-sector digital services organisation in Belgium is developing and maintaining applications for child welfare, prenatal social care and vaccination programmes across the French-speaking public sector. This Java Angular developer role in Brussels covers Java and Angular 21 delivery across DOMES, Prénatal, e-VAX 2.0 and Agenda, including offline workflows built with IndexedDB, Dexie and Service Worker.
The mission
The programme supports professionals working with children aged 0 to 6, expectant mothers and vaccination services in Wallonia. DOMES manages a child's medico-social record, consultations and appointments, Prénatal digitises social follow-up, and e-VAX 2.0 modernises vaccination data, supply-chain tracking and decision support. Agenda connects appointments to the child record and must remain usable in online, offline or degraded modes. Development and maintenance take place across a service-oriented landscape combining Java 8/JEE7 and Java 21 with Spring Boot, JPA, Angular 21, NgRx, REST/OpenAPI, DB2 and MySQL; the toolchain includes Apache Maven, GitLab CI/CD, Nexus, Docker and Flyway, with delivery planned from mid-November 2026 through the end of 2027.
You will translate functional requirements into Java backend and Angular frontend components with functional analysts, technical leads, testers and other developers. Your scope includes persistence and offline behaviour, alongside unit and integration testing with JUnit and Mockito. You will take part in code reviews, refactoring, technical impact analysis and controlled deployment to project environments. Daily work follows SCRUM, with responsibility for communicating risks, documenting relevant changes and keeping delivered software maintainable.
Your responsibilities
- Shape technical designs for new and evolving application features, aligning components with the shared service-oriented architecture.
- Deliver backend Java services and frontend Angular modules supporting child records, appointments, prenatal follow-up and vaccination workflows.
- Protect functional reliability by adding relevant unit and integration tests and correcting defects across existing applications.
- Improve maintainability and performance through clean code, refactoring, framework upgrades and technical-debt reduction.
- Prepare, validate and promote releases through the defined environments using Docker-based CI/CD processes.
- Coordinate with analysts, testers and developers in SCRUM, raising risks and documenting decisions that affect delivery.
Your profile
Essential skills
- Build Java services with Spring Boot, JPA and REST/OpenAPI in a landscape including Java 8/JEE7 and Java 21.
- Develop Angular 21 interfaces using Angular Material and NgRx.
- Implement reliable offline and degraded-mode behaviour with IndexedDB, Dexie and Service Worker.
- Work with DB2 and MySQL, including schema evolution managed through Flyway.
- Create and maintain unit and integration test coverage with JUnit and Mockito.
- Use Apache Maven, Git, GitLab CI/CD, Docker and Nexus to support repeatable builds and deployments.
- Apply SCRUM practices, clean code, code review and clear technical communication in a cross-functional delivery team.
- Bring medior-level experience as a full-stack developer and take ownership of assigned features from design through deployment.
