A Belgian public-sector digital services organisation supports public services in French-speaking Belgium and the Wallonia-Brussels Federation, including child health, prenatal support and vaccination programmes. The programme is delivering and maintaining applications for professional users, from child and prenatal records to vaccination data and an appointment agenda that must work online and offline. This medior Java/Angular developer role combines Java/Spring Boot backend work with Angular 21 frontend development, automated testing and delivery through CI/CD.
The mission
The programme replaces and extends digital tools used by public health professionals. Its portfolio includes a second-generation child dossier, a prenatal social-care dossier and a vaccination platform, while existing child-record, agenda and vaccination applications continue to receive corrective and evolutionary maintenance. The service-oriented stack includes Java 8/JEE 7 and Java 21, Spring Boot, JPA, Angular 21, Angular Material, NgRx, DB2/MySQL and Flyway. Apache Maven, Git/GitLab CI/CD and Nexus support build and release management, with Docker-based delivery where required.
You will work with functional analysts, testers, developers and technical leads in a SCRUM setup across several applications. Your scope covers technical design, dependency analysis, implementation, unit and integration testing, code review, deployment validation and documentation. Java backend and Angular frontend components expose REST/OpenAPI services, while IndexedDB, Dexie and Service Worker technologies support the offline agenda used by field professionals. The planned assignment runs from mid-November 2026 to the end of 2027, with priorities shared between new delivery and application maintenance.
Your responsibilities
- Translate functional needs into maintainable technical designs, identify dependencies and align components with the defined service architecture.
- Deliver Java backend and Angular frontend components, including REST/OpenAPI services and user-facing features built with Angular 21 and Angular Material.
- Implement the offline agenda using IndexedDB, Dexie and Service Worker technologies where field workflows require degraded or offline operation.
- Raise release quality through JUnit/Mockito unit tests, integration testing, code reviews and clear technical documentation.
- Prepare, deploy and validate releases across environments using Docker, GitLab CI/CD, Maven, Nexus and Flyway.
- Maintain existing applications by resolving defects, refactoring code, improving performance and supporting functional and technical evolution.
Your profile
Essential skills
- Bring medior-level experience in full-stack development across Java and Angular applications.
- Build Angular 21 interfaces with Angular Material and NgRx, while keeping components readable and maintainable.
- Develop Java services with Java 8/JEE 7 or Java 21, Spring Boot and JPA.
- Work confidently with DB2/MySQL, Flyway, REST/OpenAPI and service-oriented application architectures.
- Create meaningful unit and integration tests using JUnit/Mockito and contribute to code quality through reviews and refactoring.
- Implement and troubleshoot browser-based offline capabilities using IndexedDB, Dexie and Service Worker.
- Work effectively in SCRUM with analysts, testers, developers and technical leads, communicating risks and dependencies clearly.
