A public-sector IT organisation supporting French-speaking administrations and digital services across the French-speaking public sector is delivering the ZEPHYR programme for a service in the public and family-support domain. The position is a technical Scrum Master role supporting Java and Angular 21 development with Material, alongside REST/OpenAPI services, DB2/MySQL data access and Docker-based CI/CD.
The mission
The Scrum team works on business applications built with Java/JEE/Spring Boot and Angular 21 with Material. The wider stack includes REST/OpenAPI, DB2 and MySQL, JUnit/Mockito, Git/GitLab, Docker-based CI/CD alongside IndexedDB/Dexie and Service Worker components. Delivery follows Scrum and is planned from mid-November 2026 through the end of 2027. This work supports digital services in the public and family-support domain, where reliable coordination between product, analysis, testing and engineering is part of the delivery model.
Your main scope is to make the team's Scrum workflow effective while remaining available on technical topics. You will facilitate daily scrums, sprint planning, sprint reviews and retrospectives, support the Product Owner with backlog prioritisation, and make dependencies and impediments visible. Your technical background will help you understand Java and Angular issues, challenge estimates constructively, and ensure architecture, testing, quality and the definition of done are considered. You will work with developers, functional analysts, testers, the Technical Lead, project managers and other stakeholders, while coordinating with other Scrum teams where dependencies exist.
Your responsibilities
- Facilitate all Scrum ceremonies and make decisions, actions and commitments visible to the team and stakeholders.
- Remove impediments and coordinate cross-team dependencies so planned increments can progress.
- Track velocity, burndown, quality and delivery trends to improve predictability and trigger concrete actions.
- Support the Product Owner with backlog prioritisation, refinement and alignment between product priorities and technical constraints.
- Connect technical constraints, risks, testing needs and estimates to sprint planning and the definition of done.
- Strengthen team maturity by promoting feedback, autonomy, shared practices and continuous improvement across Scrum teams.
Your profile
Essential skills
- Bring mid-level experience in a Scrum Master or technical delivery role, with enough software development exposure to engage with Java and Angular teams.
- Apply Agile and Scrum practices consistently, adapting them to the project's context and coordinating multiple teams when required.
- Use velocity, burndown and quality indicators to assess delivery performance and guide improvement actions.
- Understand Java/JEE/Spring Boot and Angular 21/Material well enough to discuss implementation constraints with developers and the Technical Lead.
- Work with REST/OpenAPI, DB2/MySQL, IndexedDB/Dexie and Service Worker components in a software delivery context.
- Understand automated testing with JUnit/Mockito and Git/GitLab-based CI/CD with Docker.
- Use Scrum tooling such as iceScrum or an equivalent product.
- Communicate clearly in writing and verbally, facilitate technical decisions, remove obstacles and build constructive collaboration with Product Owners, analysts, testers and stakeholders.
