A Belgian public sector organisation is carrying out a digital and organisational transformation across the systems that support administrative and operational policing activities. As Technical Project Manager, you will lead a strategic programme for the modernisation and migration of legacy databases, including the decommissioning of critical mainframe environments and delivery of modern platforms, using project management, infrastructure architecture and Agile / Scrum practices.
The mission
The programme is managed through a central Digital Transformation Office and forms part of a wider effort covering IT foundations, security, data integration, operational applications and organisational change. It includes the retirement of critical legacy environments and the introduction of modern database platforms that support applications used by thousands of police officers and operational staff. The work matters because these systems underpin daily public safety operations across an integrated policing organisation.
You will join a newly forming PMO and create a clear roadmap for the migration programme from planning through implementation. Your scope will include sequencing work across multidisciplinary technical teams, managing dependencies, preparing decisions for senior management and ensuring that each delivery contributes to the organisation's strategic priorities. You will work with internal and external specialists and connect technical progress with business requirements and change management.
Your responsibilities
- Establish a realistic roadmap covering the main migration stages, dependencies, milestones and expected deliverables.
- Prioritise operational activities and allocate work across technical teams according to risk, available capacity and strategic value.
- Coordinate dependencies between infrastructure, database, application and business stakeholders to maintain progress across the programme.
- Identify risks such as delays, unexpected costs and resource constraints, then present concise options and recommendations to management.
- Govern the programme by organising decision-making forums, tracking progress and reporting the strategic status to senior leadership.
- Enable delivery through daily collaboration with technical teams, practical issue resolution, change management and people management.
Your profile
Essential skills
- Bring senior experience in project management for complex technology programmes, from planning and governance through implementation.
- Demonstrate experience in the public sector, preferably in an organisation with multiple operational stakeholders and formal decision-making structures.
- Lead modernisation programmes or migration of legacy systems, including the transition away from mainframe or other critical legacy environments.
- Apply Agile / Scrum principles pragmatically to planning, prioritisation, delivery tracking and stakeholder collaboration.
- Translate business analysis and requirements into a coherent roadmap, delivery priorities and measurable outcomes.
- Understand infrastructure architecture sufficiently to assess technical dependencies, sequencing choices and delivery risks.
- Use change management techniques to make programme objectives clear and support adoption across affected teams.
- Coordinate multidisciplinary teams and demonstrate people management capability when assigning work, resolving tensions and maintaining accountability.
