A federal public-sector programme is expanding its Automatic Number Plate Recognition (ANPR) and sensor infrastructure used for traffic safety and investigative work. As a technical writer and IT procurement expert, you will support a new public procurement for cameras and sensors through market analysis, technical specifications, SLA design and IT workshops. The work connects operational needs from police services and partners with requirements for connectivity, data flow, storage, information security and technology lifecycle management.
The mission
ANPR cameras identify vehicle registration plates and compare them with data on stolen or reported vehicles and access restrictions. The programme will increase the types and volume of sensors over coming years, affecting central systems, information flow, storage, compatibility and security. The procurement must remain transparent, objective and compliant with Belgian and European public procurement legislation.
You will coordinate IT input from infrastructure, systems, architecture, development and programme stakeholders. Your scope covers workshops for operational needs and technical requirements, selection and award criteria, evaluation methods and SLA design. For current IT contracts, you will review service catalogues and monitor performance against contractual commitments, offers, contract changes and security updates. Your reporting will connect risks, dependencies, decisions and actions to the procurement timeline.
Your responsibilities
- Convert operational and technical needs into clear, testable technical specifications for cameras and sensors.
- Assess current and future camera and integrator solutions through market analysis, supplier meetings and relevant industry events.
- Coordinate technical contributions across infrastructure, systems, architecture, development and the ANPR and sensors programme.
- Run IT workshops, information sessions and Q&A meetings that align police services, public partners and suppliers.
- Structure procurement schedules, dependencies and risk reports, and propose mitigations when timing or scope changes.
- Monitor current IT contracts, SLA performance and service catalogues, while maintaining knowledge in SharePoint and Confluence.
Your profile
Essential skills
- Bring at least five years of hands-on experience drafting and following IT public procurements in a government or public-sector environment.
- Translate software, hardware and connectivity needs into technical requirements covering security, compatibility, data flow and lifecycle management.
- Apply SLA management and relevant KPIs to contract performance, service catalogues and supplier follow-up.
- Understand Belgian and European public procurement legislation, including transparency, objectivity and equal treatment.
- Facilitate IT workshops and stakeholder coordination, supported by practical market analysis, planning and reporting skills.
- Communicate clearly and diplomatically with internal teams, external partners and suppliers, while handling police and personal data with discretion.
- Work confidently with Microsoft Office and maintain structured project documentation.
